The sole determined purpose of this humble petition is for The United States of America to finally ensure that death sentence criminals who have been convicted of capital crimes against mankind pay for their heinous and vicious crimes against our society by enacting a lock-tight comprehensive Congressional Federal law or amendment --- that is Supreme Court appeal proof --- that convicted death penalty criminals shall have to forfeit their bodies immediately after last appeal is exhausted with no death row waiting and become instant organ donors.
Basically, any criminal who has been convicted of a capital crime in or against the United States of America has to instantly forfeit his body organs as a federal punishment to atone for his crimes to society. The revised death sentence appeals process will now also be limited to two calendar years after conviction. This new law will supercede, overwrite and replace any state or federal law and will be applied no matter what may be the criminal's religion, faith, color, creed, belief's, sex, sexual orientation or whatever possible reason.
Any criminal that believes he needs his body parts for his or her next life will have still to suffer the consequences of the new law. The convicted death sentence criminal will be given ample notice by the passing of this new Federal Law or amendment that any capital death sentence offense now carries this new instant organ donor provision, therefore any religious, spiritual or personal concerns are deemed invalid and irrelevant due to the severity of the capital crime and the public notice.
Any financial gain or proceeds from distribution of the victim's organs, skin, bones, eyes, kidney's, heart, lungs or any conceivable use of his body shall go directly to the victim's family or families. The victim's family shall be the sole determiner of the financial rewards and have a limited say on who gets the body parts if needed by other victims of the crime or family members.
The harvest of the victim's organs should be done in the most absolute painless and humane way possible so as not to cause any cruel and unusual punishment, but not to lose any useable part of the anatomy.
A very small benefit --- totally useless in my opinion, but worth mentioning --- of this new VHBOHR, it may also serve as a possible deterrent for any future crimes, although this is not a reason for future passage or my respectful, humble request for your consideration or signature..
The convicted criminal or any anti-death penalty groups who feel this is somehow a possible violation of the new donor's human or civil rights have the option of making a further cash donation to the victim's families or offering a prayer or petition for the painless harvest of the convicted capital criminal. The opposition voices to the VHBOHR shall be drowned out by the anguished cries of the victims for justice and true punishment and shall never be heard or even considered.
The only single drawback is that this new law or amendment is that it will not apply to all current convicts living on death row at the present time.
With American society now rampant and constantly besieged by new child sex predator killers, perverted rapists/killers, murderers, cop killers, terrorists in custody here and in Guantanamo, and all types of capital crime death row felons, it has now become apparent that America has to seek proper justice, punishment, restitution and recompense for the crimes committed by these convicts for the victims of these atrocities.
It is now time for America's Victims to harvest the organs or the convicted criminals, so in death they can become repentant if possible, whether forced in the end to donate their organs or willfully donated. Hopefully some will leave this world feeling better that they have paid for their sins and crimes and given life to their fellow members of society.
I can assure you that most death row inmates believe in a life after death and by enacting this law, the new Victim's Harvest Bill of Human Right's Bill, the donor's will come to have a sense of peace and atonement and come to believe that their actions will maybe help them in some small way in their next life.

192. Save The USS America 
The USS America Museum Foundation is dedicated to all patriotic Americans and especially to all the men and women that have served proudly in the United States armed forces. A special thanks goes out to the sailors who served on the USS America, throughout her glorious 31 years of service to the greatest nation in the world.
The USS America helped preserve the rights and freedoms all citizens of the United States enjoy. The foundation is dedicated toward preserving the USS America and its long and proud history. The foundation is actively petitioning Congressmen and Senators and the Department of Defense to donate the USS America to the foundation for preservation as a living museum. This will give all Americans the ability to visit and walk through the greatest aircraft carrier to ever sail the seas. The Foundation is actively trying to acquire a port for the use of the USS America. However, the Foundation has recently run in to some problems with acquiring the USS America itself. The DOD has decided instead of allowing the Foundation to use the ship as a living museum, to sell her for scrap.
Please join the Foundation in writing your Congressmen and Senators, letting them know that you think this beautiful ship would serve this nation better as a living museum instead of scrap metal. If the Foundation cannot acquire the ship it will still actively try and preserve as much of the ship and its history as possible. It will try to obtain at least one aircraft of each type that served on the ship and as much other unique items that were on the ship.
193. REPEAL THE 17TH AMENDMENT 
We the people petition the US Government for a REDRESS OF GRIEVANCES over the United States Senate, Congrees, and all other officials and spokesman for the US Governent for their efforts to lead the people of the United States into a Democracy by referring to the US as a Democracy when in fact the US is supposed to be a Constitutional Democracy.
This petition is to promote the repeal of the 17TH ARTICLE OF AMENDMENT TO THE CONSTITUTION. This amendment effectively turned our constitutional Republic into a legislative democracy and denies the states their right to appoint senators as written in the Constitution.
194. Don't use conventional forces in new Gulf war 
This is a petition to USA Congress do not engage in conventional war against Iraq. In case of the estimate of real nuclear threat use nuclear weapons.
The only purpose of this war whould be to protect communist forces in
Eastern Europe for liability of slave labour in their military forces.
If Iraq is considered a symbolic state under Russian orders to weaken the US economy and creating a real threat of nuclear attack against the US then the US should order nuclear attack against targets otherwise suspected of carring

195. Legalize Paintball in the USA 
I believe that paintball should be made legal in the U.S.Paintball should be legalized all over the United States.
It doesn't make sense for it to be illegal in some places and legal in others. A person could buy a paintball marker in a place it is legal to buy one, then go to a place where it is illegal and do vandilism. If a paintball marker is illegal, why not a baseball bat? They can do the same things, vandalize and kill Do you no why paintball is considered dangerous? i'll tell you, its people who go around and shoot houses and cars and people. It is a very safe sport if the right precautions are takin, such as wering the right saftey gear especially made for the sport, and chronographing your marker before play. 196. Boycott the movie "The United States of Leland" 
We as parents/relatives/friends/caregivers of autistic individuals and/or as Autistic individuals are signing this petition to express our intention of boycotting the movie "The United States of Leland" for its glorification of the murder of an autistic child out of "pity". (The movie is described as follows by the production company-: The United States of Leland is the story of an extraordinary young individual that begins with a tragedy, but ultimately inspires those surrounding him to make tremendously positive changes in their lives.
Premise: This is the story of a sensitive teenager, Leland, faced with issues of morality and hope under difficult circumstances, who is arrested and sent to juvenile hall, after he kills an autistic child out of sympathy (sort of like an emotional euthanasia). Once there, he meets a teacher, Mr. Pearl, who helps him figure out the reasons for why he committed the crime, as we also see the ramifications of the murder have on his community, his family, and that of the victim.) Support for this film has been guaranteed by numerous banks.
Addendum dated 5 October 2002:
'Recently it has come to my attention as author of this petition that there have been unfavorable reviews of the script which state that the movie shows an exploitive murder of an Autistic child, that the movie itself is shallow and self-serving and fails miserably in its attempt by Hoge to do a character study of human relationships and behavior.
The Autistic child, whose name is Ray, and his violent murder are used as pawns in Hoge's plot for this movie. Leland says he kills Ray out of sadness... sadness for Ray's life and the fact that he cannot relate to other children. Leland's character is using the fact that Ray is Autistic to justify the violent murder he commits. Leland, then through interactions with other characters in the movie, becomes an inspiration to others, helping them grow and mature as people.
Little consideration is given to Ray and the fact that despite his Autism, he had a family whom loved and accepted him and had every chance at a good life the way a typical person does. ..... Hoge judges everyone else's character in the movie and Leland ultimately DOES become a hero.... a hero because he helps other people grow and mature as people. Hoge admits that he wants you to sympathize and care for the main character Leland by the end of the movie in a letter which can be found on the Paramount Pictures website: http://www.paramountclassics.com/leland/ So amazingly, Hoge lets Leland, in principle, get away with the murder
Compassion isn't expected to be given to the disabled child and the fact that the disabled child was killed and in one disturbing line in the movie, Rays mother makes the horrid comment that there is "nothing there" when it comes to her autistic child. As anyone whom knows and loves and cares for a child or adult with autism, this is the farthest from the truth.
197. Investigate Grossmont-Union/Santana High School & San Diego County Agencies and Offices 
This petition is posted prior to the imminent sentencing of Charles Andrew (Andy) Williams, defendant in People v Williams (California).
It is presented after extensive support efforts of over 17 months by many individuals and groups in support of Andy Williams being tried as a juvenile.
He had just turned 15 prior to his arrest.
Andy Williams was taken into custody at Santana High School in Santee, California on March 5, 2001. He is being tried as an adult under California statute enacted under voter initiative Proposition 21.
This proposition and its resulting law remains controversial among individuals and groups, among them, Amnesty International

The United Nations Commission on Human Rights and other human rights groups have documented countless incidents of arbitrary executions, torture, rape, arbitrary detention, religious discrimination, and oppression of ethnic minorities by the military junta. Soldiers use forced labor from men, women, children, and the elderly to complete construction and agricultural projects; villagers are often forced to work as "porters," carrying ammunition and supplies for the military.

201. Keep the Pledge of Allegiance! 
The words "under God" were added to the Pledge of Allegiance in 1954 to show
the world the stark contrast between the United States of America and the
Communist regime. The words were added because the United States is truly
a nation under God. Our country was built on the principles and foundations
of the Judeo-Christian faith. The men who created our government were men
of strong faith. In establishing this country, they understood the inherent
rights that God, their Creator, gave to all men. The Declaration of
Independence states that certain truths are self-evident. These truths are
"that all men were created equal, that they are endowed by their Creator
with certain unalienable rights . . . ." The Declaration states very boldly
that the United States of America were appealing to the "Supreme Judge" and
that they had a "firm reliance on Divine Providence."
Why is it that a majority of Americans can grasp this concept but that men
educated in the law of this country, the very law stemming from these
principles, cannot? Throughout our history, this country has turned to
Almighty God, our Creator, for guidance and comfort in times of struggle.
In 1775, the Continental Congress called on the Colonies to pray for wisdom in
forming this great nation. At the close of the War for Independence, George
Washington directed his chaplain to offer a prayer of thanksgiving. In 1863
President Lincoln declared a day of humiliation, fasting and prayer. When
Pearl Harbor was attacked the President called on the country to pray.
During the years following World War II when this country was fighting the
Cold War, "In God we Trust" was adopted as our national motto. When Apollo
13 was disabled in space the President called on the country to pray. In
1988 President Reagan signed a bill declaring a National Day of Prayer. In
Desert Storm every soldier received a copy of the 91st Psalm. President Clinton called on this country to pray when the tragedy at Columbine Highschool occurred. And on September 11, 2001, this country experienced a tragedy that was unlike anything we had seen since Pearl Harbor and it was to God that this country turned. President Bush called on people across this nation to pray, a memorial service was televised across the country including many prayers, and many members of Congress, Republicans and Democrats alike, gathered on the steps of the capitol building to sing, "God Bless America."
But on June 26, 2002, a majority of two judges decided that we are no longer
"one Nation under God." This court action is an outrage. It flies in
the face of our national history and traditions.
202. HELP a Young Orca Whale Live Free 
This petition is to object to the permanent capture of a young Orca whale, named A-73 (the "A" is for her family, or pod name, and the "73" is her birth order in the pod).
A-73 was noticed a few months ago in Puget Sound, where her family does not often travel. Her pod seems to have left her behind after she was orphaned, and she is very ill with legions and dietary problems including malnutrition.
Right now this highly intelligent, social, mammal, has been seen playing with driftwood and rubbing herself against logs for hours at a time. Scientist say it's because she is lonelyimagine the loneliness she would feel if she were to spend the rest of her life in captivity, without the freedom to hunt, or swim, or play. Instead, she could be doomed to a life of circus tricks and confinement in a pen, which places her so painfully close to freedom.
The Vancouver Aquarium graciously has agreed to take the whale in for medical treatment and try as quickly as possible to re-introduce her to her pod. However, the US and Canadian governments have not developed a solid and responsible plan incase the transfer of A-73 and the proposed reunion with her family pod, who is around Vancouver from June to September, is unsuccessful. Being that the pod initially abandoned the young whale, some scientists say the chance of reintroduction could be slim.
Would the aquarium industry then be allowed to add the orca to its collection of captives?
We would like assurances from the Canadian government that that there is
absolutely no chance that this whale will end up in captivity for the rest of her
life.
This petition in particular asks:
1.) The Vancouver Aquarium to guarantee every attempt will be made at releasing A-73 to live with it's native pod;
2.) If the pod does not accept A-73, the Vancouver Aquarium should GARAUNTEE the release and further monitoring of the whale outside of captivity. The Aquarium should administer any treatment needed, outside of a sea-pen or captive enclosure;
3.) The Canadian and United States governments to create and enforce laws regarding the capture and treatment of all whales in the Canadian & U.S. waters-- including the import of wild captured animals into Canadian & U.S. aquariums.

204. "White" to "European-American" 
In the state of California and other places in the United States, the term "white" is almost entirely used on every standardized and state-issued test. This wouldn't be a problem if all ethnicities were refered to by color (examples: black instead of African-American, yellow instead of Asian-American, brown instead of Hispanic/Latino) however, every ethnicity is given the proper title except for European-Americans. This is a common occourance, especially on the Stanford 9 and other such tests.
Please, people of every ethnicity and State in the United States, sign this in the name of human rights, equality, and freedom.

206. Ban McDonalds- The Corporation Abuses Rights of Vegetarians 
New Delhi, May 5 2001: The Shiv Sena on Saturday demanded that fast-food giant McDonalds should shut down its operations in India after it was sued in the United States over the use of animal extract.
About 60 activists of the Sena marched to the office of the Indian branch of McDonalds and
submitted a memorandum demanding closure of its outlets in the country. "Today it is a symbolic protest. We came to warn them to shut down the restaurants," Jai Bhagwan Goel, the Delhi head of the Shiv Sena told Reuters.
McDonalds reiterated that the French fries that it served in India did not contain any animal
extracts. "McDonald's India would like to assure you that French fries in India are a 100 percent vegetarian product and do not contain any beef or animal extract of whatsoever kind," the company said in an advertisement in a newspaper on Saturday.
The Press Trust of India quoted McDonalds Delhi Managing Director Vikram Bakshi as saying that all McDonald outlets were open in Delhi after taking "necessary precautions". Earlier this week a vegetarian lawyer and native Indian, Harish Bharti, filed suit against McDonalds in the United States accusing it of "secretly" lacing its French fries with beef fat.
A report on the case appeared in a leading Indian newspaper on Friday, stirring protests and attacks on the fast-food chain. "The cow is sacred to Indians. Foreign firms have made a habit of dumping things here without any regard to feelings of people," Goel said.
A group of unidentified people attacked a McDonalds outlet in Thane on Mumbai's outskirts on Friday, damaging property. A McDonalds spokesman in the United States said earlier this week the restaurant chain had never claimed to offer vegetarian food but that it gave information on ingredients in its food to anyone who sought it. However, the spokesman said that in some overseas markets McDonalds did offer fries with no animal content to conform to local cultural standards.
McDonalds has 28 outlets in India, where it began operations in 1996. The fast-food chain's staple fare in India are chicken, lamb and vegetarian burgers. (Reuters)

CHICAGO - (KRT) - McDonald's Corp. is close to settling lawsuits filed by several vegetarians last year who accused the burger chain of deliberately concealing the use of beef extract in its French fries.
A confidential draft of the proposed settlement offer calls for McDonald's to pay $10 million to charities that support vegetarianism, issue a public apology and form an advisory board to counsel the company on vegetarian dietary issues. Another $2.4 million would go to plaintiffs' attorneys.
The settlement would end an embarrassing episode for McDonald's over one of its most popular menu items, the skinny French fry. The agreement would cover lawsuits in five states, including Illinois, that were filed on behalf of any vegetarian who ate McDonald's fries after 1990 in the belief that they contained no meat.
That was the year the Oak Brook, Ill.-based company began saying its fries were cooked in "100 percent vegetable oil" instead of a combination of beef tallow and vegetable shortening. The change came to appease cholesterol-conscious fast-food diners.
Based on the company's marketing of the switch, the plaintiffs contend they assumed that the fries were a vegetarian product, not knowing that McDonald's continued to add a small amount of beef tallow to its fries for flavoring. McDonald's says it never made any claims about the vegetarianism of its fries, but it also did not fully disclose the use of the beef extract. In its nutrition brochures, the company described the ingredient as "natural flavor."
The plaintiffs argue that some of the chain's restaurant employees were not even aware of the beef flavoring and told them the fries were vegetarian. Three vegetarians in Seattle, including two Hindus who don't eat meat for religious reasons, were the first to file a complaint last May. Suits in California, Illinois, Texas and New Jersey followed.
Under the proposed agreement, the 12 named plaintiffs in the five pending cases would each receive $4,000.
But not all the plaintiffs are pleased with the offer. A formal settlement has yet to be filed with the court.
"Given how long the window of deception was, $10 million is a pittance," said Cherie Travis, of Downers Grove, Ill., who filed a suit in her state. "McDonald's made a lot of money telling people that the fries were vegetarian."
Travis was so unhappy she fired her attorney, Jason Shanfield of the Chicago firm Edelman, Combs & Latturner Llc, last month. Three plaintiffs in Texas also dismissed their attorney last month. Shanfield declined to comment.
McDonald's would not discuss details of the deal Wednesday. The company "has been working in good faith to resolve this matter," spokesman Walt Riker said. "It was purely unintentional, and we have been working to address this issue in a positive way." According to the draft, McDonald's does not admit to any wrongdoing as part of the agreement.
The terms call for McDonald's to donate $6 million to vegetarian organizations, $2 million to Hindu or Sikh groups, $1 million to promote children's hunger relief and another $1 million to support kosher dietary practices.
McDonald's also will publish an apology in at least six specialized publications, including Veggie Life, Hinduism Today and India Tribune. Travis said that the apology is not a big concession from McDonald's because the company posted an apology on its Web site last May for causing culinary confusion over the last decade.
She also is not happy with the advisory board because, she said, "There's nothing that bind McDonald's to any of its recommendations."

The U.S. and other countries succesfully repelled the army of Iraq from Kueait, which it had invaded in August 1990.
Over 170 personel in the United States Armed Forces lost their lives in this conflict.
