This petition has been created to inform the world of the sensless acts often committed by men. Oscar Stephen III has successfully taken a precious member of my family. In retribution of that act, my family and I desire to ensure he gets the maximum penalty allowed by the State of Texas. 246. Stop the Texas Slaughter of Horses to be Sold as Delicacies in France, Belgium, Germany and Japan

Texas House Bill 1324 introduced by Rep. Betty Brown (R-Kaufman) has passed the House vote and, if passed in the Texas Senate, will make legal the slaughter of horses for human consumption in foreign countries.

There are two slaughterhouses in Texas: The Beltex in Fort Worth is owned by a Belgium company and the Dallas Crown in Kaufman, by a French company. All profits from horse slaughter in Texas go to those companies.

In 2002 over 42,000 healthy horses were inhumanely transported and inhumanely killed to provided *delicacies* abroad.

Texans have not only a long and rich history with horses but continue to enjoy a working, recreational, and caring relationship with horses.

How can we, in this great state, allow such irresponsible, unethical, immoral treatment of a creature who has provided us with immeasurable benefits.

Do we as human beings owe our anumals such treatment. What in the world are our legislators thinking!

Please join us on May 9 in Austin to protest the signing of this bill into law.

247. STRONGER RENT LAWS IN NEW YORK NOW!

The New York State Rent laws were weakened in 1997, giving landlords loopholes and incentives to destroy affordable housing across the state (and particularly in NYC)at an unprecedented rate. It is estimated that there will be no rent-regulated apartments in NYC (read: affordable to all but the upper-middle class, no tenants' rights whatsoever) within 10-15 years under the current Rent Laws. The laws come up for renewal this June. If they are not strengthened NY State residents will continue to be displaced, evicted and face higher rents, living at the mercy of the Reals Estate market. Housing is a human right. Please tell the NY State Government that New York City and State should remain an economically diverse place that puts people before profits!

248. Adult at 18 in Idaho

Let Idaho be a leader in the promotion of rights and privileges of all adults in our State. With our nation at war, it brings to mind that the brave men and woman of Idaho can make the decision to put their lives on the line for the sake of the nation; it only makes sense that they can also make the decision to have a cold beer.

If one is old enough to vote for the person that ultimately decides the fates of not only the State, but of this great nation, that same person deserves to make a personal choice regarding whether or not they wish to consume a glass of chardonnay. If a person is liable for choices they make regarding laws and can be held as a "responsible adult" at the age of eighteen, then that person should have the same privilege of deciding if they would like to toast the bride at a wedding, or the newest addition to his or her own family with a glass of champagne. This is a privilege that would not only benefit the men and women of Idaho that fall under the current drinking age; it would also benefit the businesses of Idaho.

253. California Teen Pregnancy Prevention Day

California still has one of the highest teen birth rates in the nation. This results in serious implications for the teens, tax payers, their children and the community. 22% of teens giving birth in California had given birth previously. Up to 80% of parenting and pregnant teens drop out of high schooland aquire less skills to be self-sufficient. The majority of teen parents depend on welfare. Unemployment rates are high for teen parents. Medical complications, due to their age, and poor prenatal care are contributing to the high cost of our health care system.

Billions of dollars in State and Federal money is spent on teen pregnancy related issues.

254. Martin Luther King, Jr. Day

We the undersigned believe that we as students in Windsor should not have to go to school on Martin Luther King, Jr. day. We are a disgrace to society because we have to go to school on this special day. Not only is this day celebrating someone important to history's Birth but it is also giving him praise for what he has accomplished in this country. Without him we probably would still be segregated. Without the "I have a dream…" speech we would not have become a free country like we have. We, and two other schools in the state of Colorado are the only schools not out for this special day. 257. Ban the use of gas chambers in North Carolina Pounds

Killing With Kindness Campaign.

Dogs and cats that are taken to the pound in hopes of finding a new home are more likely to end up being put to death in a gas chamber, a cruel and outdated method of killing. Our shelter uses carbon monoxide poisoning as the primary method of destroying animals. The other more humane killing method, a sodium pentobarbital injection, is reserved for animals too sick, too young, too pregnant, or too injured to be effectively destroyed in the gas chamber. Less than 1% of the humane society shelters in the nation use this cruel and out-dated method and California, Florida, and Tennessee have prohibited its use on companion animals all together. Why then is it the main killing method at the Craven/Pamlico Animal Services Center in Craven County?

As long as it is deemed necessary to kill these unfortunate animals, the very least we can do is provide them with a more gentle way of dying. In an act of compassion, Pals for Paws is launching a "Killing With Kindness" campaign to stop the inhumane killing.

The fact that this is a horrific death and that these animals die in fear is well documented. When multiple animals are placed in a chamber at the same time and are gassed together, they injure themselves and each other in their terror. A crescendo of their mournful wails can be heard for up to 45 seconds. The last few moments of their lives are spent in a desperate attempt to get away from the deadly gas. After the allotted time, what is left is a pile of dead animals covered in feces and urine whose carcasses are then removed to provide space for the next batch.

A method of killing by lethal injection is much kinder to the animal. This takes two people. One person holds the animal while the other gently slips a needle into a vein. The collapse of the animal is almost instantaneous as the syringe is emptied. The American Veterinary Medical Association (AVMA) and the American Humane Society of the United States (HSUS) recommend an injection of sodium pentobarbital as the preferred method of euthanasia. When performed properly, this has been found to be the most humane, safest, least stressful and most rapid method of euthanasia of dogs and cats without causing fear and distress in the animals.

The "Killing With Kindness" campaign is a grassroots campaign being conducted by animal welfare and animal rights groups through out the nation and sponsored locally by Pals for Paws. This is your campaign-the taxpayers-for it is your taxes that fund the local shelter and your voice that can effect a change in the existing system. Whether this campaign lives or dies, whether companion animals die cruelly or compassionately will depend on your involvement.

We hope that every animal related individual or group in the area will support and participate with us in our efforts to urge our shelter to purge the use of the gas chamber as so many others in the country have done. We have prepared a petition to present to our local and state legislatures to make a federal law a reality to stop this method of killing. We hope that this campaign will set an example of how people can come together for the animals in our care. Please add your voice to ours by signing our petition and please promote and support every animal adoption resource so that we can put an end to the killing. Our shelter is killing over 5,000 animals a year. Sadly, most of these animals were healthy and would have made wonderful pets.

259. Smoking for inmates in Jails

Hi everyone. How's everyone doing? Anyone sitting there having a cigarette rite now? Well, I am, as its my right to do so. I am writing to you today to talk about a law that I am trying to get passed in Maine. Maine is the ONLY State that does not allow their prisoners to smoke while incarcerated, and I feel this is unfair. These (some innocent) prisoners have been taken into the state's custody and expected to just be able to STOP SMOKING, COLD TURKEY. And they wonder why there's violence in the jails.

Quitting smoking suddenly and not with any quit smoking aids, can take its toll on a person, tempers become short, the craving becomes high. I know I have tried to quit smoking and it is very difficult, especially if your FORCED into it. I feel the inmates should be allowed to go out side at rec and have a cigarette or two while out there. If they institution does not want the inmates to have control of the pack of cigarettes, they then (the guards) can hand them out as they go out to rec. The inmates are only allowed to go to rec once a day, so its not like they would be going out all the time for a cigarette, just during the break. The guards all go outside on the property when its not allowed, so why can't the inmates take their rec time to do so? If we can get enough signatures together then we can get this law passed. As I said, MAINE is the only state that does not allow the inmates to smoke. How would you feel if it was you??? As it could be someday. Not ALL the inmates are guilty as charged, some ARE innocent. Lets all get together to help these people make the best of their situation.

261. Statewide resident winter rate reduction for golf

Since tourism is the number one economic resource of the state of Arizona, just as is for the state of Hawaii. I think we should have the same type of resident cost reduction for golf. In the winter when the weather is great, we have to pay the same outrageous rates as the winter visitors, upto four times the summer rate at some courses. Like Hawaii, all a player would have to do to get the lower rate would be to show his/her drivers license. No new costly forms to fill out.

262. Fight Discrimination Against Rastas in Virginia

The Virginia Department of Corrections (VDOC) refuses to recognise the religious rights of Rastafarians. They define Rastafari as "Gang-Activity", and have implemented a Grooming Policy (DOP #864) which forbids the growing of Dreadlocks and beards (Precepts) and forces Rastas to break their religious vows.

Rastas who refused to comply and break their religious vows are being punished by being placed insolitary confinement (where they remain after almost 3 years), denied visits, and given harsh and cruel physical and mental punishments.

This is in direct violation of the 1st and 14th Amendment of the US Constitution, Article 1 of the Virginia State Constitution, and also the RLUIP Act of 2000, and should therefore be stopped immediately.

267. Don't use conventional forces in new Gulf war

Texas courts are defining requirement of the DNA Law to mean that applicant must prove that exculpatory results will absolutely prove that they are innocent. It is impossible to reach the level of proof required by the courts. Lives are at stake. Tell the people who worked so hard to pass the law, how it is being applied.

269. Life or death Sentence for any repeat offendor against a child 14yrs or younger

It seems that sex offenders, of children, in the state of California are set off far too easily. There are numerous violent acts against children in our state that could of been prevented (ex. Samantha Runion). Far too many times a violent sex offender against children is set free, only to committ another far more serious crime against a child.

It is our belief that any released sex offender against children 14yrs or younger, convicted of a second charge of the same nature should automatically receive a LIFE OR DEATH sentence for the charge.

270. Limit Youth Access to Pro-Ana websites

The internet is a very powerful tool that can be used to reach many people. Unfortunately, when you reach many people, you reach an audience commonly found to have a herd mentality. This is so for any age group, however, teenagers often have this mentality augmented by a poor self-image of themselves. There are sites out there that are less of a support group, and more of a feeding frenzy of the triggers that make people fall into this idea that they should starve themselves. This only works hand in hand with the media saying that these models with lower-than-healthy BMI's are the epitome of beauty.

My point is this. Though we can't control the media, we can try and make it so that there are restrictions at the front pages of these pro-ana sites. Making it an offense similar tas with a pornography site stating that minors should not enter into the site any further without knowingly risking state level prosecutions. I have seen genuinly supportful pro-ana sites. But even still the line between these two types is almost as thin as the pictures of women shown there. If State and Federal Laws are passed making it illegal for minors to view the pictures deemed inappropriate or harmful, we will be treating just like every other offensive, unhealthy or potentially harmful practice such smoking or drinking. This is the stance that the Pro-ana supporers take when speaking about the decisions they have made as adults. Provide young people with a means for support and expression, but have a commissioned group to decide if a site in question should be deemed inappropriate of minors. After all, you won't see AA host their meetings in a liqour store.
