1681. 911 Phase II 
The most recent tragedy that I have found happened January of 2003. Four boys drown when the rowboat that they were in sunk in frigid 33-degree waters of the Long Island Sound, just off the coast of New York City. The boys'; 12-second 911 call came through at 9:58 p.m. on Friday and begins: "We're on the Long Island Sound in a boat off the coast of the City, We're gonna die." The dispatcher entered the boys' call into a log and alerted her supervisor, but did not have enough specific information to enter the report into the police departments system, and did not notify the Harbor unit of what little information they had. The nearest boat or helicopter could have arrived in about 20 minutes. Department Officials said the boys might have died by then, but a U.S. Coast Guard official, Petty Officer Michelle Krupa, said the teens could have survived at least 30 minutes, and perhaps as long as two hours. Nearly a week after the boys' frantic call, the Coast Guard on Thursday called off the search because it was unlikely the teens would still be alive. The NYPD was continuing the search.
New York City's 911- system doesn't include technology that will allow dispatchers to pin point the origin of cell phone calls, as is the case for most cities. This technology is known as Emergency 911 Phase II, and would allow 911 operators to trace the location of an emergency call from a cell phone. Phase II coupled with improvements to state and county 911 Call Centers, is not required by Federal Regulators until 2005, but is available already in some parts of the country. Phase II can only work when local authorities, traditional phone companies, cell phone companies, and Federal regulators synchronize their efforts to produce a cohesive network.
With this conclusion I urge each and every one of you to sign my petition and have Emergency 911 Phase II made mandatory. By signing this petition, we the public can speak out for the lives that have been lost. Without us they have no voice. The FCC needs to put an end to the fighting. There is no reason people should die senselessly when the technology is already there. Money should not be an issue when a life is concerned.

Okay, so kids bop, that stupid cd that they sell to little kids where other kids are singing the other peoples' songs, well I want to stop it! It ruins these songs! For 1, neither my friends nor I want to listen to these songs after kids bop does them because we can't take the songs seriously anymore. 2) my friends and I are teens and we are the biggest buyers of this music kids bop is doing so when we stop listening to this music those artists whose songs kids bop is doing are losing money! thats not fair to them! 3) even these little kids don't want to listen to this stuff! my 6 year old cousin and her friends scream when their moms put kids bop on because they hate it!!! so sign this petition and maybe we can finally stop kids bop!

We understand why Neopets Staff freeze accounts, but everybody deserves a second chance. It is especially disappointing if you were frozen for something you are innocent about.
The purpose of this petition is for Neopets to somehow change the freezing process. An official warning must be given first, failure to abide it is the signal to take the necessary actions. Also, freezing and/or deleting one's account must be the last resort...

1686. Koopa Kids in More Nintendo Games!
There are a lot of people out there who would like to see the Koopa Kids appear in another game. I would also like to see them appear in another game. Therefore, I have decided to start a petition to get them back into the games.
Here's how this will work: Everyone who supports this cause (hopefully you) should sign this petition by writing something along the lines of wanting to see the Koopa Kids in another game, and reasons if you have any. If you want to add other things, such as what order you want to face the Koopas in, or how you want them to attack, that is up to you. I do not agree to raise the driving age in Arizona. I doesn't matter how old you are to drive, it matters how mature you are. 1690. The Official WMA Petition To Bring Back Headbangers Ball
This is a petition to bring back Headbanger's Ball, a program which showcased heavy metal bands and aired weekly on MTV from 1987 to 1995. Since it's cancellation there has been an outcry from the metal subculture to bring it, or a similar program dedicated strictly to heavy metal, back to the airwaves.
The World Metal Alliance, founded in 1992 in order to promote and preserve heavy metal, has successfully led several conventional "hand-signed" petition drives in the past. Congressman Gene Green of the 29th Congressional District of the United States House of Representatives, Washington, DC, has introduced legislation requesting that the United States Postal Service [USPS] recognize Col. Juan Nepomuceno Seguin with the issuance of a postage stamp in his honor. As requested by Angel and Linda Seguin Garcia in 1998, Col. Juan N. Seguin strongly believed in the freedoms that we enjoy today. He was fair-minded, just, and fought for basic human rights for all people despite risk of imprisonment or death. He was one of the key leaders in the Texas War for Independence.
As territorial governor of Texas from July 1834 to February 1835, he protested the dismantling of the Mexican Republic by General Antonio Lopez de Santa Anna, and was the first to sound the alarm in response to these tryrannical actions. He renounced Gen. Santa Anna's overturning of the Republican Constitution of 1834 which had granted all citizens and subjects of Mexico their basic human rights.

1697. Spherion's 2003-2004 New Benefits Plan
Dear Colleagues:
As you know, on March 4th & 5th of 2003 Spherion Corporation presented the new years benefits plan. "This plan will cost the employees less, fore less will be deducted from their weekly earnings". Yes, of course that is absolutely correct. The coverage is also reflective of this very ideal. (The ole' cliche')"One gets what one pays for" Comes to mind. For the facts are self-evident, this plan is morbidly insufficent health coverage for any basic annual health expense, yet alone any specialized care or prevention.
Secondly, what becomes of the individuals undergoing treatment for pre-existing conditions and/or life threatening illnesses/decease? This newest development in benefits will halt all treatments and medications for these people. What are they going to do?
Research into finding alternative health providers proved feeble. Most will not even consider someone with any pre-existing condition. Also for a healthy individual to get coverage for thenmselves runs from $200.00 to $400,00.
After, last August's cut in pay, most do not have the means to entertain that option.
The new plan provided via Allstate was designed for someone healthy. It is referred to as a "Mini-Plan" quote unquote by Allstate. This is simular to having Supplimental health insurance like AARP.

Signing this petition states that you agree that Hanumara's exam was too long for the allotted time given to us in class. Hence not allowing us to perform to our full potential, and therefore dramatically lowering our grades on the exam. Signing this also indicates that you are aware that all prior attempts to converse with Hanumara have been met with contempt and a very unprofessional attitude. Signing ones name on this petition is equivalent to filing a formal complaint stating that the exam was an inaccurate representation of ones knowledge of the material due to time constraints, and in turn lowering your test average dramatically.

1704. Standardizing Nursing School Math
This petition is about disorganization of the math curriculum in the nursing department of Ocean County College. It has long been a challenge from day 1 of the nursing program. The math test is very crucial to your nursing school career. If you are to fail, you are allowed to retake it. If you fail again, you are removed from the nursing program, and have to reapply. Students are told to be self taught in preparation of this math course. The rationalization of this, is that we get a learning packet to take home and study. Also, there are different ways to do the math. So if there was a math review for the test, are they going to teach every way to do the math problem? This is a problem. Students, especially 1st semester, are very confused. Something must be done to change this. If math is so important and critical to nursing care, why are we wasting our time on subjects that could not potentially kill a patient.

It's time to take a stand. On February 24, 2003, the GW Hatchet announced a tuition increase will be voted on by the Board of Trustees this Friday. This comes on the heels of last year's 4.9% rise in tuition. The administration's nonchalant attitude towards tuition hikes is unacceptable. However, until we, the students of GW, make our displeasure known this is the kind of treatment we can expect. Join a mass assembly of students as we make a public demonstration of our opposition to the economical burdens being put on us by the administration's lack of fiscal prudence. We ask the administration to re-examine a budget which includes multiple costly expansionist projects and extravagant spending on programs like Colonial Inauguration (CI) and Parent's Weekend before they choose to further increase our tuition.
On Wednesday, February 26, 2003, we will protest in Kogan Plaza and J Street. Please participate and take a stand by signing this petition.

1710. Inclusion of credit for Creative Writing courses as requirements for English major
This petition serves to implore you to please consider including Creative Writing courses offered in the English department here at Washington and Lee University as requirements for students wishing to major in English.
As it stands, it is simply unfair to students who wish to concentrate in this area within the major and not be able to have the credit fulfill a requirement for the major. Learning to write well is an important feature of a Washington and Lee education and a special emphasis in the English Department, where all courses involve instruction in writing. While students at Washington and Lee cannot major in writing, it would be appreciated if they could receive credit towards the major for all Creative Writing courses taken and passed at this university.
Some basic research has been undertaken regarding Washington and Lee's peer institutions and it was found that following schools not only offer credit for Creative Writing courses, but also count that credit as requirements for the major:
Vassar College, Smith College, Grinnell College, Wesleyan University, Haverford College, Davidson College, Middlebury College, Bowdoin College, Carleton College
Amherst College
In fact, Middlebury College offers "over twenty different courses a year on various aspects of creative writing: fiction, poetry, playwrighting, screenwriting, and nonfiction." And all courses & credit are counted towards the English major.
Further, "Creative writing is a valued part of the curriculum at Bowdoin."
If these highly selective, well-respected colleges accept credit for the major, why does Washington and Lee not? We, the undersigned, implore you to please reconsider your stand in this regard and to overturn the decision reached by your committee.
