REFERRAL TO THE INTERNATIONAL CRIMINAL COURT

End Impunity Organization (EIO) is a civil society movement based in Juba, South Sudan, established to fight impunity, advocate for justice, and lobby the international community for swift actions in the face of mass atrocities.

We are appalled by recent events in Abyei. On 21 May 2011 the government of Sudan invaded Abyei; carried out indiscriminate attacks on civilians, and forced the population of Abyei to flee the area in masses.

We ask the Security Council to refer the situation in Abyei to the International Criminal Court (ICC) for proper investigation, and authorize an emergency plan for the protection of civilians in and around Abyei.

We applaud the Security Council for reacting quickly and calling for the government of Khartoum to withdraw its military from Abyei immediately. Inline with this, we believe it is essential that the prosecutor of the International Criminal Court investigates crimes committed in Abyei. Government officials, military officers, and militia leaders who orchestrated or participated in the violence must be brought to justice.

3. Immigration Law Society at Wash U

The purpose of this petition is to gather enough signatures of currently enrolled law students at Washington University in St. Louis to formally create an Immigration Law Society at Wash U.

The Law School has never had an Immigration Law Society, yet St. Louis is the home of a surprisingly large population of new immigrants and refugees. Immigration is a topic commonly intertwined with employment and labor law, criminal law, health care, international law and foreign policy, among many other areas. The Immigration Law Society at Wash U would allow students to explore immigration law through direct community outreach, local and national speakers, fair-minded debates, contacts with employers and professional organizations, and advocacy and awareness events. Furthermore, the community outreach and volunteer aspect of the organization would provide students another avenue to obtain real-world legal experiences while in school, giving Wash U law students a competitive edge in the job market, even in areas other than immigration.

If you support the creation of this new organization, please help us by signing this petition. Under the Bylaws of the Student Bar Association, a new organization needs at least 10 registered members and twenty student signatures supporting the group’s formation, among other things. 4. Planet Earth and the U.N. belongs to God!

As an international consultant for entrepreneurial and social development, with more than 20 years of expertise; I had the opportunity to formulate for the European Commission (EC/UE), a innovative project to foster competitiveness of micro and small enterprises in El Salvador, which is now underway.

The UE spirit to finance that project is to support entrepreneurs to reach economic sustainability, prosperity, and a satisfactory life quality, in order to contribute for an integral development in our nation, that will lead us to a global market niche. And the ultimate goal of that visionary spirit is to build a world with equity and more opportunities to live.

A very important area of my expertise has been gained from international training and projects implementation; and one of the most important learnings I was in Taiwan, Republic of China; a nation with kind and laborious people, innovative mind, loyal heart, and with a sound spirit of entrepreneurship and firm beliefs.

Now, back to the spirit of that project I formulated for the EU; a guessing thought arise in my mind: Why we in the world pretend to develop our countries excluding other nations from the international politic, social, and economic scenario?. Something wrong is in the mind of leaders who decide to act in that way. And that misunderstanding, comes from their heart, because they forget God, the only one owner of this planet, the only governor above all nations.

God wants all the humankind to be his truly sons and daughters, and for that purpose He will remove any obstacles; including those ones who deny Taiwan, Republic of China as a member of the United Nations organization.

Progress can not be built excluding others. World sustainability can not be built on foundations of political ego and unreasonable decisions about the human rights of others.

5. Safety and Transprotation @ Charles H. Lake @ Louis Pasteur

The School Parent Organization here at Charles H. Lake@Louis Pasteur Swing Sight School would like to request transportation and crossing guards for the students who attend this school.

Since the closing of Charles H. Lake School, at 9201 Hilllock, and the move here to our swing sight school (Louis Pasteur), our enroll has dropped from 350 to 118 students to as of today (8/28/2007) because of no transportation of our students.

Also we would like to request crossing guards for our students in route here. The streets that we are requesting is from East 90th and St. Clair, East 105th, and Lakeview. East 105th alone is known for it,s car accidents each year.

So for the safety of our student we would like to see crossing guards.

6. Certification and Unification Development

Dear IAQA members and AmIAQ certificate holders:

AmIAQ has recently decided to publish the examination reference sources, including exact page numbers, on its website beginning on June 1, 2007. This will make it very easy for new certificate candidates to pass the certification exams without having to fully study and learn the material. This action will greatly diminish the value of AmIAQ certifications, and it has clearly broken the spirit of unification agreement.

The differences between the organizational philosophies between IAQA and AmIAQ have finally surfaced. IAQA is a member-based organization with a democratically elected Board of Directors. However, AmIAQ and IESO are not. Due to their structural differences, the goals of these three organizations' leaders may or may not have been aligned with the best interests of the members after the unification.

Instead of constantly fighting over these differences, it is important for IAQA members and AmIAQ certificate holders to act now in order to ensure that all three organizations operate on behalf of the members and certificate holders.

Serbian people desire to bring into European community from our own perspective, respect for all with ingredients which will benefit man kind. We do not want to be any part of any integration which would create a melting pot whereby we would as a nation simply disappear. Present status fully warrants our concerns. To prevent this occurrence, it is necessary first to integrate our own, Serbian people, and than join the community.

People of Republika Srpska desire to egress from present union, which is forcefully created, against everyone's will.

Here are some reasons for definite desire to leave union of BH.
Totally opposite interpretation of resent war - friction.

With no respect for law, and with no legal ground Federation side has entered into lawsuit with neighbor Serbia, whereby they are in fact suing ourselves. All is done at their own initiative without any regard for our objections. It is simply job creation for themselves.

State symbols do not represent our way of life, our culture, our history, they simply, mean absolutely nothing to people of Republika Srpska. They are forced upon everyone living in Republika Srpska.

Centralizing government means all laws all taxes, all economic power will simply be in the hands of majority, which will do at will. Certainly not for benefit of Republika Srpska, since present and past had shown this track record.

Central power, will at will, as a majority, support Al Kaida basses as it has done in the past as well as present. Terrorism is not our way of life and newer has been. Terrorism will, as we all know destabilize region.

Centralizing power, from constitutive people will make us apsolute minority. On the same token in Kosovo from the minority, they are given nationality.

So far, union of BH has shown that no democratic economy can prosper. Present election as is and as it is controlled form outside, has show that no true representative of the people for the people is ever elected. This situation is placing people into position of absolute distrust with its so called leaders.

From above points, which are in brief, we believe that you can see clearly that peace in this region will not last for long, peace which you and us desire and respect so much. Therefore, we believe that you will respect and recommend fulfillment of basic human rights of Serbian people, and its desire for self determination, which is tide to its freedom and liberty.

We are informing you further of the fact that our organization "Serbian Peoples Movement - Choice is Ours" which is not associated with any government, have collected all ready over 40,000 (forty thousand) signatures. With this number of signature collected from citizens of Republika Srpska, in very short period of times, we have clearly indicated definite desire of Serbian people to leave union of BH. People have clearly understood that it can not and will not build its own future with antequated arabic sheriats law which is in place now here - but it has been banned in entire western civilization.

8. Global Environmental Tracking System for sexual offendors

After all the recent violations of our children by sexual preditors I feel a plan of action must take place.

After a conversation spanning many months, an associate and I feel that sexual predators (depending on circumstances behind crime) should be fitted with permanent GPS tracking devices.

Now I am sure this will raise questions about civil rights but to that I ask "What will it take to keep our children safe! from these individuals who liken their crimes to a sickness? All we currently offer is a sort of medication for those who are truly interested in receiving help for their illness and rehabilatation.

To futher this petition we would like to start a non profit organization that serves as a watch dog and monitoring these said predators.

We plan to rally behind this program to keep our children safe. I wish an organization like this did not have to exist. I wish we lived in a simpler time but the cold hard facts are that members of our community feel a program like this has become the lesser of two evils.

If you want to do whatever it takes to keep our kids and others in our community from meeting the same fate as Jessica Lungsford or Coralrose please sign this petition.

10. Podcasting And The WIPO Broadcast Treaty

The United Nations' World Intellectual Property Organization has called a last-minute meeting on June 21 in Barcelona, out of the normal diplomatic venues to try to push through the Broadcasting Treaty.

This treaty gives broadcasters (not creators or copyright holders) the right to tie up the use of audiovisual material for 50 years after broadcasting it, even if the programs are in the public domain, Creative Commons licensed, or not copyrightable.

The Mother and Child African Relief Organization (MACARO), a non-profit organization registered in New York (1992) under section 501(c)(3) of the Internal Revenue code, is accorded special consultative status with the United Nations Economic and Social Council (ECOSOC) (1997), and is also registered in Freetown, Sierra Leone as an International Non-Governmental Organization.

In addition, the process of registering the organization in Monrovia, Liberia is now in progress.

The organisation wishes to promote HIV/AIDS education and the relief of poverty.

12. Say Yes to Taiwan's Bid to WHO

Taiwan has been excluded from the United Nations and its related organizations since 1971.

Since then Taiwan has neither been privy to the health related work of the World Health Organization (WHO) especially regarding the spread of infectious diseases. With the recent warning of many countries on the possibility that avian influenza could evolve into a pathogen deadly to humans, we face the threat of a worldwide epidemic.

The goal of the World Health Organization is the "attainment by all peoples of the highest possible level of health." Taiwan's exclusion from the WHO is basically contradictory with this objective. It places the health of not only the Taiwanese but also the entire global community at risk. Taiwan qualifies as an independent and sovereign state with a defined territory, a permanent population, an effective government, and a capacity to enter into relations with other states.

Despite exclusion from the WHO, Taiwan actively cooperates on numerous international health projects and provides much humanitarian assistance as part of its responsibility to the international community. The latest example, Taiwan International Health Action (Taiwan IHA), established in February 2006, aims to integrate Taiwan's human and material resources into an international medical and health affairs network. These efforts have been highly recognized and praised internationally.

This prohibition can be rectified by allowing Taiwan to participate when the World Health Assembly (WHA), the WHO's decision-making body, meets in Geneva in May 2007.

The Liberation Tigers of Tamil Eelam, or LTTE, is not a " terrorist" organization, but rather an armed force in a war against the government of Sri Lanka. Characterization of the LTTE as a "Terrorist" organization is politically motivated, having no basis in law or fact.

There is a war in Sri Lanka. The LTTE are organized militarily, with a military commander and military chain of command. The LTTE uses traditional, modern military weaponry in its combat against the military forces of the government of Sri Lanka. The LTTE uses a variety of military tactics, including open warfare, raids or guerrilla warfare. The government armed forces use similar military means against the armed forces of the LTTE. Most armies in the past 200 years have utilized essentially the same tactics. The war in Sri Lanka may be characterized as a civil war or war of national liberation in the exercise of the right to self-determination. A civil war exists if there is armed conflict inside one country between government armed forces and at least one other force having an identifiable command and having sufficient control over territory to carry out "sustained" and "concerted" military action and the practical capacity to fulfill humanitarian law obligations. The LTTE has clearly met this test for more than 10 years.

A war of national liberation exists if armed conflict exists between the armed forces of a government against the armed forces of a people that has the right to self-determination. The war in Sri Lanka is a war of national liberation because Tamil people have the right to self-determination. This is because the Tamil people, the original inhabitants of the north and east of the island of Ceylon, had their own state complete and separate from the Sinhala state prior to colonization by the British. The Tamil people, primarily Hindu, and secondarily Christian and Muslim, speak their own language and have their own traditions and customs. The Sinhala people are primarily Buddhist, and secondarily Christian and their traditions and customs reflect that heritage.

With the forced unitary rule, first as a result of colonization and then under the post-colonial Sinhala majority rule, the Tamil people were increasingly threatened. In the late 1970s, after nearly 30 years of attempted peaceful resolution to profound differences, the Tamil people began forming armed defense forces. At present, Tamil forces are consolidated in the LTTE, which continues to defend Tamil areas in a war against the Sinhala government's armed forces, "home guards" and other armed entities.

If the war in Sri Lanka is a civil war, outside states are required to be neutral- a civil war is by definition an internal affair of a state. This is known as the duty of neutrality. If the war is a war of national liberation, outside states are required to support the side with the self-determination claim- the Tamil side. This is because of the jus cogens nature of the right to self-determination. This does not mean another state must provide direct aid to the Tamil armed force. However, the other states must not engage in any activity with the Sinhala government that in any way undermines the realization of self-determination by the Tamil people.

Both parties to the armed conflict on Ceylon violate the rules of armed conflict or humanitarian law. However, the mere fact that one side or the other violates humanitarian law norms does not deny either the rights or duties of combatant forces. Accordingly, the LTTE may not be called a "terrorist" organization because in the course of the armed conflict, some of its soldiers have violated the rules of armed conflict. In the same light the government cannot be called a "terrorist " state because some of its military operations have violated armed conflict rules. Neither side, of course can be considered to violate humanitarian law for carrying out military actions.

I have noted "condemnation" of the LTTE by the government and others for carrying out military operations not prohibited in humanitarian law. For example, the LTTE shot down number of airplanes and sank a number of ships of the Sri Lankan forces. These are not violations of humanitarian law and therefore are not "terrorist".

I do note, however, the rampant disregard of humanitarian rules by government forces in military operations against hospitals, schools, market places, churches and locations with historical and cultural significance to the Tamil people. I also note the difficulty in establishing the culpable party (ies) in situations where the LTTE has been accused by the government of killing civilians. This is not to say the LTTE has not resorted to killing civilians. However, the fact that the government accuses the LTTE does not mean the LTTE actually carried out the acts in question. The government's rejection of impartial, international fact-finding makes ascertaining the truth ever more difficult.

The international Court of Justice decided that all states have an obligation under Article 1 common to the Geneva Conventions to "ensure respect" for the Geneva Conventions even when not directly or indirectly involved in a conflict. From my point of view, this requirement mandates at least that the international community insist that the government of Sri Lanka allow both humanitarian reliefs to all victims of the conflict and international, impartial fact-finding to take place

16. PETA: time to reform.

For those who DON'T know: PETA is People for the Ethical Treatment of Animals, the largest animal rights group around. The problems that have been plaguing the world by the Animal Rights movement is constantly hurt more by this organization and people unwilling to see the lies, and the support of terrorists groups, phony organizations, and even committing violent acts.

PETA has been accused several times of supporting terrorism in the name of their political agenda. PETA has denied this, but PETA's IRS 990 forms show that PETA donated to the Earth Liberation Front and the Animal Liberation Front, the largest domestic terrorist groups in the U.S, which has confessed of committing over $10,000,000 worth of damage to buildings, defacing property, even mailing death threats, to spread its political agenda. PETA's donations are as following: $1,500 to the North American Earth Liberation Front in 2001, $45,200 to Rodney Coronado, who was convicted of burning down a research lab. Another $25,000 in an un-returnable loan went to his father the previous year, $2,000 to David Wilson convicted of firebombing a bird co-op, $5,000 to Josh Harper, convicted of assaulting police, a firing at a fishing boat, and $ 1,500 to Fran Trutt convicted of attempting murder of a medical Doctor. Yes, attempted murder.

Even though PETA tries to cover up/deny any of these donations, the lies show right through. Now their tax-exempt status is at risk because of these donations. This organization is also responsible for pulling off publicity stunts, such as the shocking "Got Beer?!" campaign, which is supposed to make people believe that beer is better than milk. Another example of their extreme campaign was the billboard in Europe that claims that feeding children meat is child abuse. PETA's head cheese, Ingrid Newkirk, Vegan coordinator Bruce Friedrich, and other top PETA members have said things that make you wonder what planet they are from, and clearly shows their hatred towards other humans, and support for terrorist actions in the name of Animal Rights. For example;

· "Our nonviolent tactics are not as effective. We ask nicely for years and get nothing, someone makes a threat, and it works." - Ingrid Newkirk.

· "I openly hope that it comes here." - Ingrid Newkirk referring to mad cow disease.

· "We're looking for good lawsuits that will establish the interests of animals as a legitimate area of concern in law." - Ingrid Newkirk
- "If a girl gets sexual pleasure from riding a horse, does the horse suffer? If not, who cares? If you French kiss your dog and he or she thinks it's great, is it wrong? We believe all exploitation and abuse is wrong. If it isn't exploitation and abuse, it may not be wrong."
- "Arson, property destruction, burglary and theft are 'acceptable crimes' when used for the animal cause."
- "The cat, like the dog, must disappear... We should cut the domestic cat free from our dominance by neutering, neutering, and more neutering, until our pathetic version of the cat ceases to exist." - John Bryant, PETA

I think it's perfectly appropriate for people to take bricks and toss them through the windows. ... Hallelujah to the people who are willing to do It."

It's very disturbing to know that an organization like this could have so many heartening comments coming from their higher members. Bet you didn't know that Ingrid Newkirk admitted on a CNN interview that they [PETA] deliberately editing out certain portions of the videotape done at BoysTown in order to make it appear that the kitten in the video was suffering, when it was really coming out of anesthesia. You know that PETA runs large anti-meat/dairy/fishing/animals in medical research campaigns, but did you know that they get their information from a group called the Physicians Committee for Responsible Medicine (AKA PCRM), which claims to be a group of "Doctors and laypersons working together for compassionate and effective medical practice, research, and health promotion." Evidence from Activist Cash (http://www.activistcash.com/) shows that physicians make up only 5% of its membership, and that the group's only physicians represent less than 0.5% of America's doctors. They also want to abolish animal use in lifesaving research and try to promote (and extremely enforce) Veganism, going as far to suggest that meat, eggs, and dairy can be labeled as "Weapons of mass destruction". This is completely ridiculous and false. PETA also claims to help the animals, which is hypnotically because according to a July 26, 2000, Associated Press story, out of the 2,103 animals that PETA "rescued" during 1999, a whopping 1,325 of them were euthanized because they couldn't find homes and shelters for these animals. Considering PETA's yearly income of over $10,000,000, don't you think that they should have been able to build a few shelters? To add to their hypocrisy, PETA pledged after 9-11 not to do extreme campaigns, but recently cranked out the new "Terrorism at the Table" campaign, comparing turkey slaughter to terrorism, featuring a turkey holding up a supermarket urging them to go vegetarian. To add to the hypocrisy, PETA members have been seen eating meat/wearing leather and fur, and the celebrities supporting PETA in campaigns, have also supported what they were shown as against. To conclude, all we say is to think long and hard about this essay. You make the decisions, but your decision may affect the future, and whether PETA takes over and our freedoms and lifestyle become obsolete based on hearsay, and propaganda created to get some attention. The choice is yours. PETA, if you listen to us please stop the madness. You are hurting your cause, and your group. Stop the madness before it's too late.

17. Get The "F" Back In

The Organization known as World Wrestling Entertainment should get their former initials back. But because of a charitable organization "The World Wildlife Fund" wrestling was forced to lose the "F" and replaced with a weird sounding "E" The world of wrestling also does a lot of charity work, and has been around longer than The Wildlife Fund.

19. Save our organisation - Backward Society Education (BASE)

We are writing to inform you of the increasingly difficult situation in which Backward Society Education (BASE) is finding itself, caught between the maoist rebels and the government imposed state of emergency.

As you may have heard, last week maoist rebels attacked three of the organization's offices in Kailali District. Motorcycles, office furniture, files, and -- in one case an entire Area Office -- were torched.

The apparent reason for the attacks was that BASE ran a rural saving and loan program in cooperation with the local government. The rebels are against this kind of government program. However, the rebels have since then also targeted BASE's child programs.

There are indications that beneath the allegation the real reason may be that the maoists are displeased that BASE has advocated peaceful social change successfully over the past years. Many of the poor rural workers who might otherwise have joined the maoist movement, have stayed with BASE instead. This one could say has been an achievement for peace in a otherwise rapidly detoriorating situation.

It therefore comes as a complete surprise to read the Home Minister's comments in today's Kathmandu Post Wednesday April 3rd) that the government is considering taking away BASE's registration, in effect closing the organization. The government is accusing the organization of supporting the maoists.

It is alarming that the government should consider using the powers of the state of emergency to shut down one of the largest civil society organizations in Nepal. BASE has over 30,000 members and support from many more men and women from marginalised communities, such as the freed bonded laborers whom it helped liberate. Under the current political situation, these people have no legal way of assembling or protesting the government's action, should it decide to take any.

The organization's identity as one of the oldest and most established NGOs in Nepal working for human rights and non-formal education make the accusations of support for the maoists unbelievable at best. Given that the maoists attacked the organization offices last week only, the government accusations seem patently ludicruos. It seems clear that the government is acting with other motives. It is a very disturbing development for the country as a whole, if the government begins to abuse the extraordinary powers granted under the state of emergency to settle old scores and eliminate the free debate in civil society.

The ownership of the Cincinnati Bengals has broken the unwritten contract between a team and its fans.

The ownership of this organization has actively pursued a course which has materially indebted itself to the people of Cincinnati yet have failed to deliver a competitive product through what we feel is gross incompetence at the highest levels of management.

The ownership of this organization is causing a lack of balance in the AFC Central and the NFL as a whole.

21. Sonja

By signing this petition I agree and support the fact that Sonja should be able to stay in the United States of America at least until January. This way Sonja would be able to finish the first semester. If Sonja were to go back know it would interrupt with her education. All of us thought that Sonja's organization sent students here to experience what it is like in America. By making her go back this November she would be missing out on homecoming at her school and she wouldn't get to experience Christmas in America either.

22. Stop Sleaze in Charitable Organizations

All charitable organizations have to follow laws. These laws include the rules for the conduct of the business of the non-profit organization in the IRS code and laws of the state the non-profit organization is registered in. This petition seeks to have all non-profits follow the law and when they don't for the Oregon Attorney General to conduct a fair and impartial investigation.

23. Protect Televised Religion Shows ( Touched by an Angel etc.)

Athiest, Madeline Murray O'Hare, eliminated prayer and bible readings from public schools 15 years ago. Her organization has recieved a Federal hearing by the FCC (Federal Communications Commission)in Washington, DC. This petition, which includes 287,000 signatures, would start a new path to "destruction" for the rights of Christians. Her petition, #2493, is an effort to stop Gospel readings on the airwaves in the USA. If they win this petition, Christmas programs will be eliminated from television and radio. TV shows such as Touched by an Angel will have to cancel. Together, we can stop this from happening. We are hoping for one million signatures. If we do this, we can prove to Madeline Murray O'Hare and her organization that we Christians are still here and that we are not going to back down. 24. Syracuse University: Don't Abandon the Boy Scouts

There was little debate, no dissension and no vote when Syracuse University Chancellor Kenneth A. Shaw consulted his board of trustees executive committee April 6 about barring the Hiawatha-Seaway Council of the Boy Scouts of America from using the Carrier Dome for its annual Boypower Dinner.

The Scouts had used the Dome and the university's catering service for 17 of the past 18 years, raising as much as $500,000, before Shaw decided that the Boy Scout policy excluding openly homosexual adult leaders was at odds with the University's mission.

However, in June 2000, the United States supreme Court ruled that the Boy Scouts, a private organization, were within their constitutional rights to bar homosexuals as scoutmasters. Syracuse University is penalizing the Boy Scouts of America because the almost-century old organization both refuses to nullify its pledge to be "morally straight" and will not abandon its central mission to teach young boys what George A. Davidson, a lawyer for the organization, described to the Supreme Court as "true manliness" - a man's responsibility in marriage and fatherhood.

25. Against gay leadership in the Boy Scouts of America.

Having lost in the U.S. Supreme Court, which ruled in June 2000 that the Boy Scouts, a private organization, were within their constitutional rights to bar homosexuals as scoutmasters, homosexual activists retreated from the federal courtroom to re-deploy their forces at the state and local level.

In other words, homosexual rights activists are willing to do all they can to ostracize or even destroy the Boy Scouts unless the almost-century old organization both nullifies its pledge to be "morally straight" and abandons its central mission to teach young boys what George A. Davidson, a lawyer for the organization, described to the Supreme Court as "true manliness" - a man's responsibility in marriage and fatherhood.

Such principles may sound uproariously quaint and beyond corny to society's moral relativists, but they remain even now an anchor against civilization's drift into unfettered decadence.

26. Coalition for the DC Animal Shelter

Whereas, the District of Columbia government is currently in the process of awarding a new contract to manage the city's animal control and animal shelter efforts.

Whereas, the last time the city undertook this process, five years ago, the contract was initially awarded to an underqualified, inexperienced, and poorly funded organization.

Whereas, just four months later, the shelter was in chaos, the animals' living areas were filthy, and the adoptions program was in total disarray.

Whereas, at the time, dogs and cats were packed in overcrowded conditions and left in cages covered with their own waste, often with little or no food, while sick and injured animals sometimes went for days without treatment.

Whereas, only after a series of news stories uncovered the horrific conditions there and the D.C. Council held a hearing on the issue was a new contract awarded to the Washington Humane Society, the group that currently manages both programs.

Whereas, it appears that a similar process is unfolding this year, and that the contract may once again be awarded to an organization that does not have the experience, qualifications, or financial stability to fulfill its mission in aiding and protecting the animals and people of the city.

Whereas, the city's budget process has left this year's contract vastly underfunded.

Whereas, the DC animal control and shelter programs cost roughly $1.3 million to run in the current fiscal year, yet the city's budget for next year only allocates $700,000 for both programs.

Whereas, the average amount spent on animal control in 16 comparable U.S. cities is $2.62 per resident per year, yet the District would be spending less than half that amount -- only $1.22 per person. (source: National Animal Control Association)

Whereas, it would clearly be difficult, if not impossible, for any organization to provide the animal control and shelter services the people and animals of D.C. deserve for the amount budgeted by the city.

Whereas, dozens of prominent animal welfare and pet support organizations have joined together in the Coalition for the D.C. Animal Shelter to fight for the city's animal shelter and control contract to be fully funded and awarded to a qualified group.

Whereas, the goal of the Coalition is not to advocate or promote the merits of any particular humane organization in the contract process, only to ensure that the contract is fully funded and fairly awarded to a qualified organization.

Whereas, the Coalition believes that any organization hired to run the shelter and animal control needs to be experienced in law enforcement, have a track record in shelter management and be financially stable.
