There is a beautiful greenbelt that runs through Lang Ranch and in 1992 it was dedicated to all the residence of Thousand Oaks as a restricted use easement with the right to prohibit construction.
For 17 years residence have enjoyed hiking along this naturally set hillside.
Case # 2009-70359 will allow an individual homeowner to build on this land for personal use. There is no upside for the taxpayers to allow this.
If this individual is allowed to do this it will open the floodgates for other homeowners to do the same.
With this petition we are letting the City of Thousand Oaks know that approving this case would be detrimental to public interest and would be a violation of the City of Thousand Oaks's fiduciary obligations.
2. Support the Second Chance for Ex-Offenders Act of 2009 
Second Chance for Ex-Offenders Act of 2009 - Amends the federal criminal code to allow an individual to file a petition for expungement of a record of conviction for a nonviolent criminal offense if such individual has:
(1) never been convicted of a violent offense and has never been convicted of a nonviolent offense other than the one for which expungement is sought;
(2) fulfilled all requirements of the sentence of the court in which conviction was obtained;
(3) remained free from dependency on or abuse of alcohol or a controlled substance for a minimum of one year and has been rehabilitated, to the court's satisfaction, if so required by the terms of supervised release;
(4) obtained a high school diploma or completed a high school equivalency program; and
(5) completed at least one year of community service.
Authorizes an individual convicted of a felony or a misdemeanor to file an expungement petition. Directs the court, in ruling on such petition, after determining petitioner eligibility, to weigh the petitioner's interests against the best interests of justice and public safety.
Authorizes the Department of Justice (DOJ) to maintain a nonpublic manual or computerized index of expunged records, to be made available only to federal and state law enforcement personnel who have custody of such records for limited disclosure purposes.
Requires the restoration of expunged records of individuals subsequently convicted of any federal or state offense.
3. Stop ExCEL, Let Sartorette Parents and Teachers Vote! 
Cambrian School District is currently planning on implementing a program called RTL using the ExCEL model (Excellence:A Commitment to Every Learner): within Sartorette beginning Fall 2009 meeting the requirements of the law for the No Child Left Behind Act (NCLB).
The district has already decided upon the ExCEL model which will mimic those currently in place for Fammatre and Bagby without considering our individual student requirements.
We are requesting a postponment of implementing such a program until parents and teachers are comfortable with the changes this will force upon each and every student within our school.
4. Bob Dylan Congressional Gold Medal 
A Congressional Gold Medal is an award bestowed by the United States Congress and is, along with the Presidential Medal of Freedom, the highest civilian award in the United States. The decoration is awarded to an individual who performs an outstanding deed or act of service to the security, prosperity, and national interest of the United States. American citizenship is not a requirement.
The Gold Medal and the Presidential Medal of Freedom are generally considered to carry the same level of prestige (though significantly fewer Gold Medals have been awarded). The chief difference between the two is that the Freedom Medal is personally awarded by the President of the United States (executive branch), and Congressional Gold Medals are awarded by acts of the Congress (legislative branch). Per committee rules, legislation bestowing a Congressional Gold Medal upon a recipient must be co-sponsored by two-thirds of the membership of both the House of Representatives and the Senate before their respective committees will consider it.
Since the American Revolution, Congress has commissioned gold medals as its highest expression of national appreciation for distinguished achievements and contributions. Each medal honors a particular individual, institution, or event. Although the first recipients included citizens who participated in the American Revolution, the War of 1812 and the Mexican-American War, Congress broadened the scope of the medal to include actors, authors, entertainers, musicians, pioneers in aeronautics and space, explorers, lifesavers, notables in science and medicine, athletes, humanitarians, public servants, and foreign recipients.
Bob Dylan has been among the pre eminent artists of the 20th and 21st centuries in the United States. His impact on popular culture particularly in song form, performance and the creation of highly personal songwriting which is simultaneously deeply linked to American folk music and popular arts is unique and worthy of this singular award.
5. Add No Confidence Vote Legislation to Amend the Constitution 
Other countries have a No Confidence provision in their laws in order to remove elected officials from office. I believe that this would be a benefit to the United States as well.
Currently, we have an Impeachment process that can be cumbersome, expensive and drawn-out.
A No Confidence Vote is a simple matter and can be written in such a manner as to provide for an orderly transition of power and in a way that the priviledge would not be able to be abused.
6. Save Coop! 
An Open Letter to Bud Ris, New England Aquarium,
Last night I learned a veteran of the New England Aquarium for nearly 20 years was let go. This individual, Bob Cooper, has been a pillar of strength in difficult times. I’ve personally witnessed him patiently wait alongside a Sandtiger shark for hours for its respiration rate to return to normal after a medical procedure.
He’s been involved in nearly every department, and has been valued by those ground troops as someone who provides leadership in times when it is lacking, dispenses knowledge when desperately needed, boosts morale when it is wanted most, and affords a lifetime of expertise at the ready. In a time where staffing turnover is high, in an already high turnover industry, an individual like Bob Cooper’s worth is immeasurable.
Obviously, I’m unaware of all aspects of his dismissal; however, my speculation is that the actions perceived as warranting his release are greatly exaggerated. I plead you, and am confident many at the Aquarium will join me in this plea, to not terminate this remarkable individual.
His contributions to the organization, and to the aquarium profession, are extremely valued. If you did not spend a day with him when you first began, I encourage you to do so now. He is an unsung hero, and the Aquarium owes him the opportunity for you to personally investigate the motivation behind his dismissal.
7. Allow Smoking on Palo Alto College Campus, San Antonio 
I have recently found out that by September 2007 that smoking will no longer be allowed on the Palo Alto College Campus in San Antonio, Texas.
I find it to be unfair to those of us who smoke because college is about having freedom and as it is we hardly have freedom in America anymore. There is so many students and professors that smoke on campus after their classes, which because of this new rule, it is going to cause many conflicts.
I've already heard of people leaving the school and quitting there because of this policy. As being adults, we have the right to smoke cigarettes on campus as we do any where else. How is an individual ever suppose to figure themselves out if everything keeps getting taken away from us and we're not able to express who we are? This isn't right and what kind of freedom is this?
8. I, too, "am fearfully and wonderfully made" 
At the close of the year 2006, there were 689 reported and confirmed cases of severe child abuse and neglect in York County, South Carolina. This includes only this one county, and doesn't account for the multitude of cases that likely went unreported.
Not a single one of these cases resulted in a prison sentence for the perpetrator greater than 11 years. More significant sentences have been granted for the abuse of animals, which is demonstrated by the attached documentation.
Child abuse and neglect is an epidemic in our country, and one that must be stopped. Most of us have heard the phrase "an eye for an eye, a tooth for a tooth" (Exodus 21:23-27). This idea represents exact retribution, insisting that the perpetrator should suffer exactly what the victim has suffered.
As we present this petition before the court and its people, we argue for exact retribution for all victims of child abuse. The effects of such abuse do not go away; they may be nummed, but follow an individual throughout the rest of their lives.
Thus, since the victim will suffer until their life ends, so should the offender. We insist that a fair sentence for such a crime should last for a lifetime as well.

This is Loreena Minaudo, and thanks to Rep Leon Drolet and Rep Fred Miller who made it possible for Bill 4258 to pass through the House. This was our second try, and my DNOM's friends, along with my brother Joe supported me in everyway. It happened on September 7th 2005.
Please digest these following questions. Did you ever consider how demoralizing it is to sign your own name with an X when you're disabled? And what if someone would come up to you and remark, "Anyone can write an X!" What would you say? Well, Ladies and Gentlemen, I can't speak for the others, but in my own life, these questions are asked.
My name is Loreena Minaudo, and I have cerebral palsy - a birth defect. Through no fault of my own, my arms and hands don't have the motor control to write my name. It isn't because I'm not educated. In fact, in 1991 I did not only receive an Associate of Arts degree from Macomb Community College, but President Al Lorenzo published my first book called A Cry for Education. So, for someone to say," Anyone can sign an x," I feel like saying - Does the word STUPID appear on my forehead?
I am often ignored, talked down to, or smirked at by able-bodied men and women out in society. Unfortunately, due to my affliction, I find that the disabled and the elderly communities are the most targeted by not so honest people. Then, I have heard too many horror stories about Personal Aides, Con Artists, and family members who forge the X signature to get our money.
This is why I, as well as the rest of the physically challenged people who have arm and hands limitations, need something more than an (X) when signing our names. We would like to use a thumbprint or fingerprint for signing our names.
According to the Academic American Encyclopedia it says that fingerprinting is one of the earliest forms of scientific evidence to be recognized in the courts of law. An individual's ten fingerprints form an indelible, unchangeable signature, and fingerprint records can be used for identification, despite changes in an individual's appearance or age.
The Bill had voted unanimously. But in later months, HB 4258 was attached to the Garbage Bill, and they were both trashed down. But despite this, Colleen Manning pushed Rep Leon Drolet to reinstate the Bill again, which he did.

11. Termination, Prosecution and Conviction of Responsible Individual(s) of Zania's Cruelty

Mauled dog faces death after being left untreated at Lebanon Animal Control Shelter.
Seeking termination, prosecution and conviction of Josh Greer and individual(s) responsible for animal cruelty and abuse of Zania.
Zania, a 4-year-old black Labrador retriever, was a playmate to a 4-year-old boy living in Mt. Juliet. She was picked up Friday, October 14, 2005, for running loose and placed in the Lebanon Animal Control facility because Mt. Juliet has no facility of its own. Zania was placed in a pen on Saturday with three other dogs, who for several hours, continuously attacked her until she was found lying in a pool of blood Sunday afternoon.
Zania was removed from the pen, hosed off (to wash off all the blood), and left outside on the concrete floor. She lay on the cold (50 degrees), wet concrete until an anonymous phone call was made to the Director of the Humane Association of Wilson County, a nonprofit, private agency with no ties to Lebanon Animal Control.
The dog was lying apparently lifeless on the concrete floor inside a chain link fenced enclosure when the Director arrived. She discovered the dog was still alive and called the Police Department, who came with an animal control officer 30 minutes later. After another 30 minute delay, they took the dog to the Lebanon Animal Hospital. The Director confirmed with the animal control officer that Zania was a healthy dog when she was picked up. The animal control officers also confirmed they were aware Zania had been injured earlier by the other dogs, but had made the decision to let her recover on her own.
Dr. Craig, the attending veterinarian, verified Zania was in shock, had a subnormal temperature, blood loss and would not have survived over night if she had been left untreated at the animal control facility. Details of his report and pictures of Zania can be seen at:

When the story first came to light, Zania was facing leg amputation. Now, she is facing death because of the cruelty inflicted by Josh Greer.
According to Tennessee Code, Title 39 Criminal Offenses, Chapter 14 Offenses Against Property Part 2-Animals, under Section 39-14-202, Cruelty to animals:
(2) Fails unreasonably to provide necessary food, water, care or shelter for an animal in the person's custody;
(3) Abandons unreasonably an animal in the person's custody; and
(4) Transports or confines an animal in a cruel manner can be found committing an offense under this section and is a Class A misdemeanor.
In addition, 39-14-212 Aggravated cruelty to animals - (a) A person commits aggravated cruelty to animals when, with aggravated cruelty and with no justifiable purpose, such person intentionally kills or intentionally causes serious physical injury to a companion animal. Under this section, as of June, 2004, offenses carry felony level penalties. We believe these codes have been violated.
It is not acceptable or humane to place dogs with unknown histories in cages together especially with breeds known for fighting. Zania was denied shelter with no protection from the elements as she lay dying, compassion in her handling while in Josh Greer's and other animal control officers care, protection when she was locked and confined in a pen with a breed of animals known to fight with no means of escape or protection, and immediate vet care as she lay in critical condition. She was confined and abandoned in a cruel manner that now threatens her life.
Zania has suffered enough. Our prayers and thoughts are with Zania and her family. We respectfully ask that you act on behalf of Zania and other animals who have found themselves in similar situations to put a stop to the cruelty and abuse that exists at Lebanon Animal Control. Josh Greer and those individual(s) responsible for Zania's cruelty and abuse must be terminated. No justifiable purpose can be found in the reckless, cruel, and abusive manner in which the animal conrol officers behaved in the care, handling and decision making for Zania. We therefore petition that they be prosecuted and convicted to the fullest extent of the law.
On behalf of Zania and all animals, we thank you.
12. Stop the closure and restriction of motorcross tracks in the UK 
This petition has been created after discussion amongst many people involved directly and indirectly with the sport of motorcross, whom share a belief that the ability for one individual or small group of individuals to make complaints leading to the restriction or closure of a motorcross track must now be reassessed.
13. A Campaign for the Reform of Council Tax

We have set up an Independent Inquiry by Sir Michael Lyons to consider the detailed case for changes to the present system of local government funding, including reform of council tax to make it fairer and more sustainable.
The Inquiry will also consider options other than council tax for local authorities to raise supplementary revenue, including local income tax, reform of non-domestic rates and other possible local taxes and charges. The Inquiry is due to report by the end of the year and will make recommendations on any changes that are necessary and how to implement them.
Help with council tax bills is available to people on a low income through Council Tax Benefit (CTB). The Department for Work and Pensions is taking active measures to ensure that people are made aware of CTB and are encouraged to take up their entitlement to what is in effect a council tax rebate.
Alongside CTB for the poorest pensioners, we are helping many more elderly people with their council tax bills. We gave £100 to households with someone 70 or over for 2004/05. In 2005/06 households with someone aged 65 or over will receive £200, unless they are receiving the Pension Credit guarantee. People getting the guarantee element of Pension Credit are already entitled to a 100 per cent rebate on their council tax bills. Households with someone aged 70 or over getting the Pension Credit guarantee will receive £50 to help with living costs.
Our generous grant settlements to local Government, and considered use of our capping powers, have led to an average council tax increase in 2005/06 of 4.1 per cent - the lowest increase in more than a decade - and the second lowest ever.

The year on year inflation busting rises in Council Tax causes hardship to the many, but particularly those on low or fixed incomes. With council tax being based on property values, it takes no account of people's ability to pay.
Council Tax can take as much as 30% of the income of a person on a low income and less than 2% of the income of a high earner.
14. School naming - Dr. Jesse Hall. 
To Washoe County School District - Board of Education: The following individuals are requesting that you name the next school for an individual who has spent more that 35 years of service to this school district, Dr. Jesse Hall.
Dr. Hall was a teacher, principal and currently a site coordinator for the after school program in the Washoe County School District.
This petition is to support the naming of a school in honor of a long time educator, Jesse Hall, in the Washoe County School District.
The Football Association are searching through football club fan sites and threatening legal action against those sites displaying league fixtures without having previously paid a prohibitive license fee to the FA for the privilege of doing posting their 'property'.
Many smaller fan sites are run by private individuals with the interest of their club at heart, and not any personal private gain, unlike the FA or individual clubs. As such, such a demand for the privilege of posting such information that can be found anywhere on the worldwide web, or in the paper media, restricts the right of the individual to attempt to present a 'professional'-looking web site.
Therefore, we, the undersigned, protest at the money-grabbing antics by the FA, and urge them to consider allowing bona fide fan sites to publish league fixtures without cost to the webmaster.

17. Flags inside Ibrox Stadium 
This petition has been created by a fan for fans in order to help fellow fans produce and show-off a safe, trouble free and/or individual display(s) at Ibrox using non-offensive flags and banners.
Many fans at Ibrox feel frustrated at not being allowed to string up flags and banners at Ibrox. As far as im aware there isnt a reason for the continual action of stewards and police telling supporters to remove their items.
One could understand the problem if these banners/flags were deemed to have offensive messages on them and/or compromising the safety of other fans - but this just simply is not the case.
There is nothing better than being able to get flags and banners on display as it makes the place a lot more colourful and I genuinely feel that the players and fans both respond to it in a positive way.
The much respected supporters group 'The Blue Order' have a small section at Ibrox in which they can hang thier banners and flags up. They arent doing anyone any harm & thier displays are always impressive.
I believe other supporters at every other part of the ground should have the chance to do the same thing.
Please take a minute to sign my petition and make the relevant people at Ibrox draw thier attention to this.

Morgan Complex renamed the Sayreville AA complex in 1991. Thre individual fields named after Wayne "Butch" Grant, Thomas Hugeinin and Jay Fuller. The complex will change not the individual fields to the Thomas V. Pollando complex home of the Sayreville AA.

We, the undersigned , members of Yahoo Help Chat:1, :2 and :3 ,and those seeking help, hereby request the removal of the individual known as Anonymous_Digit(with various dates behind it)and his bot programs from Yahoo. He has on more then one occasion broken the Terms Of Service of Yahoo and yet Yahoo Inc, in all its wisdom has allowed him to do so, and continues to do so. Due to his antics, many people seeking help, are unable to receive valuable help. 21. Replace the Driver of Bus #29 
We the students of PHS Bus Route #29 seek the help of the administration to relieve or replace the bus driver, Teresa. We feel that Teresa is unfit to drive our bus. 23. FUNDAMENTAL RIGHTS CONCERNING THE USE OF OPERATING SYSTEMS IN EUROPE 
We, citizens of Europe, ask our representatives in the European Parliament to vote in favour of a European law which will protect European consumers.
This law forces computer manufacturers to supply the operating system on a media (CD-ROM or DVD-ROM) separate from the computer's hardware. Furthermore, this law adds minimal rights concerning the use of operating systems: the operating system must be used on a single computer, but this computer may change over time; the operating system may be installed and used on a laptop computer if the user already owns a licence for a desktop computer. This law must guarantee that the individual has the right to choose, freely, his or her operating system and the computer in which that operating system will be used.
This measure must allow the consumers to reinstall the operating system under the following conditions:
- my hard drive has been destroyed and I have to buy a new one;
- I'm buying a new computer and I certify that my old computer is disabled and that it has not been sold or given to a third party.
We recognise that software publishers have the right to protect themselves against software piracy, but not at the expense of the citizens. They must find a way to counter software piracy which does not have a negative impact on the citizens.
Let's collect 100,000 signatures in United Kingdom, in Ireland, and more than ONE million in Europe.

24. Stop scientists from cloning humans 
IT IS PATENT that human cloning should not proceed to the clinical research stage. A moratorium on clinical trials of human cloning is warranted on safety grounds, as there is no pathway from animal to pre-clinical to clinical human experimentation that would not involve significant risks to human children. As we have noted elsewhere, it is doubtful even in the long term that an individual or couple will present a rationale for the use of human cloning technologies that is compelling when balanced against the risks.
Leading cloning experts and developmental biologists have told that the cloning process seemed to create random errors in the expression of individual genes -- mistakes that can produce any number of unpredictable problems, at any time in life.
Among the defects routinely encountered among clones are mice which grow to be enormously obese, and cows born with enlarged hearts or lungs that do not develop properly, according to the Times.
During World War II, the Nazis implemented a program of eugenics with the aim of eliminating "undesirables" from the human gene pool. Setting ethics aside, from a purely biological point of view, when you begin to artificially manipulate the gene pool by cloning, you may lower diversity and place the population at an increased risk for death on a large scale because of environmental changes.
There are genuine ethical concerns involved with the potential for human cloning. Currently, people have not come up with any compelling reason to pursue human cloning that would override these ethical concerns about using human clones. Husain writes, "I hope that the leaders in our community of science are stable enough to trust themselves with risky research." Does he have enough trust to let them to decide for themselves whether such risky research is inherently worthwhile?
