1. Pet theft in Australia - Tougher penalties to deter

To introduce a Pet Theft Law.

We want stronger and tougher pet theft legislation to increase the punishment to those involved in the theft of a dog, cat, rabbit, reptile, ferret, bird or horse.
We want pets and horses to be legally regarded as living members of the family and not as objects or property.

We want to see pet theft punishment set somewhere between kidnapping and the theft of property or an object. The personal value of a pet is much higher than its saleable value and the law needs to reflect this.

We want a mandatory prison sentence punishment for anyone who steals pets with the purpose of extracting a ransom, or seeking reward for the safe return of those animals, or with the intention of harming it or with the intention of not returning it to its rightful owner.

We want police and courts to have tougher and stronger powers and to prioritise the theft of pets over the theft of objects.

2. Pass the Horse Slaughter Protection Act

While the slaughterhouses in the United States have recently been closed, horses are still being slaughtered– they are merely being shipped across the border to Canada and Mexico, where they meet horrific ends.

In Mexico, for example, horses are repeatedly stabbed by “puntilla” knives until they bleed to death. These are not horses who are bred for meat, but horses who could have been a little girl’s best friend until purchased by a killer buyer at an auction.

In 2012, Obama signed an Appropriations Bill that would once again pave the way for slaughterhouses to operate in the United States again. Not withstanding the enormous environmental, legal and other concerns that a slaughterhouse brings to a town, the suffering of the horses who are sent to these plants is astronomical. They are sometimes put into trailers and left for days without water, then half-crazed, they are violently prodded into the slaughterhouse, where they are supposed to be killed by a captive bolt. Unfortunately, the horses are so scared that these bolts sometimes go into the horses’ eyes and the horse is struck again and again until stunned. It is not uncommon for a horse not to be killed by the captive bolt, but only stunned, so that they are actually alive while being vivisected.

Considering how horses are treated to the kill pens and how they are killed, here is no possible way that slaughter can ever be considered humane euthanasia.

3. Giving more authority to Horse and Farm animal rescues in B.C.

Outbackjacks Horse Rescue Petition.

After recent situations with regard to horses requiring rescue, in our opinion things need to change. Although we help as much as we can, we are still limited in what we can do as a small nonprofit horse rescue.

We receive on the average, a call a day with people asking for help. Most of the time we refer them to the RCMP and the BCSPCA. However, with the increase in these calls and abuse issues, we are going out on more calls than ever.

Outbackjacks believes in working for what we believe in. This is the reason for not seeing a donate button on our website. I started a horse rescue thrift store in the town of Princeton a few years back and one in Keremeos this year where we take unwanted items and sell them to support our cause. Times ,howeve, are changing and it’s time to make a bigger difference in the abuse in horses and other farm animals. We are having a meeting on the 25th with influential people and will be presenting this petition in hope to make the following changes.

Our hopes are to convince the provincial government that a people funded rescue for horses and farm animals in this region is well over due. Our request to them will not be for money but for more authority to be able to have the power to seize, if necessary. The team at Outbackjacks Horse Rescue is willing to take any other courses they deem necessary to accomplish this. This would make a time space smaller for the animals in need and allow a faster course of criminal action against the abusers of said animals.

By signing today, you are giving the rescues an opportunity that is far over due. Going to call after call and having to walk away from the animal in need because we cannot get a surrender is not tolerable anymore. Most of these animals are in need right at that moment and most calls come in long before help ever gets to them.

4. Save Yateley Common

Hampshire and Isle of Wight Wildlife trust (HWT) in conjunction with Hampshire Council and Foot Print Ecology are planning to graze livestock (the current plan is to graze cattle and ponies) on Yateley common (both sides of the A30) Blackbushe and Hartford Bridge flats.  In order to do this they will need to erect boundary fencing, cattle grids and gates.

The HWT gave the public a chance to air their views last Saturday 15th September at the Tythings, however many concerned people were not aware this “consultation” was taking place. Therefore we feel it necessary to start a petition ensuring all those opposed to the grazing of livestock on the common have a voice.
 
Research on the internet shows that these conservation grazing projects are causing problems to common land users all over the country, with gates and cattle grids being installed often without authorisation from the Highway Authority. Self closing gate mechanisms like rat traps are causing horrific accidents to horses attempting to pass through the gates, and cattle grids that often obstruct the right of way are causing accidents to people on foot, ridden horses as well as the grazing stock.

SCALLEY’S STORY

Hi I’m Excalibur and this is my mummy doing this for me. A few years ago my mum couldn’t look after me properly due to her health. So rather than watch me get unhealthy etc my mum made a hard decision to let me go to a foster mum to look after me.

My mum and the lady made a contract where when the lady didn’t want me I was to come back to my mum and also my mum is still to be my legal owner and keep paperwork except passport which was given to lady as passport has to be with the horse by law. The contract was like a loan out.

The lady was supposed to keep in contact and send regular updates which she did then the lady stopped contacting mum about year ago and mum didn’t know where I was. As mum couldn’t get in contact with lady and got no reply off her or any of her family, mum sent lots adverts on facebook, lost and missing or stolen sites and any other sites searching for me .Everyone was trying to find me. Then mum got a message on her facebook from an old friend of the foster lady saying i was in a sanctuary in Norfolk. Mum was so happy she got a lead and she rung round all the sanctuaries and finally found me in HILLSIDE ANIMAL SANCTUARY. Mum was overjoyed.

She arranged a visit to make sure it was me and has been to see me several times. What mum didn’t know and when she found out she was very shocked was that I’d been in the sanctuary for over 2 years. The foster lady had lied to mum when she said I was fine and at hers still. What upset and DISTGUSTED mum alot more is that I have a microchip with mums name on it. The sanctuary didn’t even scan me and they took me in WITHOUT a passport which if any of us public did we’d get arrested and fined for it. The worst thing is I’m stuck in the sanctuary because even though my mum is my legal owner, the founder and owner of HILLSIDE ANIMAL SANCTUARY, WENDY VALENTINE has refused twice now to give me back to my mum and hasn’t given a reason why.

Mum thinks this is hypocritical as if a member of public did this they would have to give the animal back to its real owner and even if they paid out for any vets, food, etc they won’t get compensated or receive very little. My mum is fighting for me all the way as it breaks her heart being so close and yet so far.

Mum’s other concern is if they haven’t scanned me and checked my details, how many other stolen or missing animals have they got and all it takes is to scan or check details and check any missing animals databases to make sure the animal they have received isn’t stolen etc and make a phone call to reunite all those other poor people and their missing babies. So please sign the petition to help gain a change in laws and also feel free to contact Hillside Animal Sanctuary on 01603 736200 and ask them, especially Wendy, why my mum can’t have me home where I belong and also to check if any of your missing pets are actually with the sanctuary or any other sanctuary for that matter as it seems I’m not the only one with this sort of problem and it is a problem up and down the country hence the petition.

10. Stop Horse Slaughter for Good!

Even now, horse slaughter still continues with over the border plants and foreign-owned plants in the US.

Many horses are transported for miles in cramped quarters with poor food and water conditions. Horses are killed by first being stabbed in the back, which paralyzes them. Then they are strung up and cut up, sometimes while still awake. Or, often times they are shot in the head with a gun.

This is not a humane practice! Many healthy, fine horses are shipped there such as pregnant mares, foals, and geldings. Horse slaughter is not necessary! Such cruelty for a delicacy! It is even not healthy for humans, because the medicine given to horses is harmful to humans. Don't allow such abuse. No creature on Earth deserves this!

11. Keep Horse Slaughter Illegal In America

I'm going to make this short, sweet, and too the point. As you may or may not know, Obama quietly signed a bill to allow horse slaughter in America again.

Not only do I not believe in the brutal, inhumane ways of horse slaughter, I do not believe in the consumption of their meat. The horse slaughter plants will be opening again in about a month, or less. For those of you who don't know how a horse is slaughtered - it's not pretty, no mercy is shown to the horses.

Look it up on youtube.com to see for yourself. Simply signing this will not harm you in any way so even if horses are not your favorite animal - why not sign it? Also, don't think "what about cow slaughter?" I'm not saying that's okay, but this is here, for the horses. So, please sign this to save the horses where - yes, there are better endings for them rather than a brutal slaughter.

13. Changing footpaths into Bridle paths where accessible to do so

Due to the ongoing increase in traffic it is becoming more dangerous for horses and riders to be on the road networks.

By allowing a number of footpaths to be used as a bridle path this would enable horses to stay off the roads.

This would in turn reduce the number of horseboxes/trailers on the road as well as many riders box up their horses just to be able to access the countryside and have safer riding.

Please note i have put in "where accessible to do so" I totally understand the landowners point of view
I would even be open to having a path “lead only “ option, as where i live the nearest bridle path is two miles up a busy road, but if i could gain access to just one footpath whether i could ride or lead across i can then access miles of bridle paths without coming near a road.

There must be some way of achieving a balance between rider and land owner.

With more than 93,000 horses slaughtered in 2009 alone, Canada’s horse slaughter industry is among the largest in the world, and a shameful betrayal against our loyal companions.

Horses are slaughtered in Canada primarily to provide horse meat to European and Asian countries where it is eaten as a delicacy. Horses are brought to slaughter in every possible condition—old, young, sick, healthy, injured, and even pregnant. They are not all unwanted—often, their guardians can no longer afford to keep them, and bring the horses to auction hoping to find them a good home. But horribly, more than 50 percent of horses sold at rural auctions go to slaughter after being bought by “kill buyers”.

A Terrible Journey

Many times, horses are crammed in trailers designed for shorter animals and travel in uncomfortable positions over very long distances. Loading and unloading is extremely stressful and dangerous for horses as they are moved along the relatively steep ramps. Canadian animal transport standards are among the worst in the industrialized world. Current regulations allow horses to be transported for up to 36 hours without food, water or rest.

Inhumane Slaughter—NOT Humane Euthanasia

There have been many reported cases of animal welfare violations in Canadian horse slaughterhouses including failure to provide food and water, illegal unloading of animals, animals left for extended periods in kill pens and sick or injured animals denied veterinary care. Not surprisingly, veterinary experts around the world and leading animal protection groups have denounced horse slaughter as inhumane.

Once the horses are corralled into the slaughterhouse, the end is predictable—violent and bloody. Sometimes injured and emaciated, horses are beaten and electro-shocked in overcrowded pens and must endure the smell of blood and the sights and sounds of other horses in pain and being killed before they, too, are led into a kill chute.

Horse slaughterhouses use the same type of stalls and techniques as cattle slaughterhouses. These stalls are too wide for horses and the captive-bolt stun gun method used with cattle is ill-suited for horses. Horses are an extreme example of a flight animal. The panic and instinctive desire to escape they experience in the slaughterhouse causes them to thrash their heads frantically in the kill chute, making it difficult to effectively stun them prior to slaughter. Witnesses (and video footage) document horses subjected to a sharp blow to the head from the captive-bolt gun three or four times before they are rendered unconscious for exsanguination. In a recent investigation of carcasses discarded by a Canadian slaughterhouse, skulls of many horses processed for meat were found without any holes from a stun gun or rifle whatsoever!

Times Are Changing—Time to ACT

The Canadian horsemeat industry had been in decline in recent years. However, with the closing of the remaining equine slaughter plants in the United States, the number of horses imported to Canada for slaughter has increased by a whopping 49 percent. As a result, several new equine slaughter plants have recently opened in Canada. We need to act now to stop this growing climate of cruelty to horses in Canada!

17. Reform of Animal Welfare Laws for Horses

I am a supporter of the group ‘Let the Horses Voice Be Heard’ who are fed up with watching and hearing daily, the ongoing neglect and abuse of horses in this state and many others. Neglected equines are going un-noticed because there is little protection for this animal within current laws.

There are far too many unwanted horses suffering neglect and abuse as result of little or no regulations for horse owners or breeders and, in many cases, money in the pocket becomes a more important factor than that of the welfare of the equine.

NSW and QLD equine welfare codes have not been updated since 1979 and 2001 respectively. NSW and QLD currently have NO CODE OF PRACTICE for equines, such as the one that they have in Tasmania and Victoria, and I strongly feel that all states to follow suit. From these codes we can adapt a nationwide standard which can then be used to heighten the level of care required for an equine and enforce tougher penalties before they gets to such a hideous neglected state, such as the ones rescue agencies and responsible owners witness daily.

The RSPCA has admitted to many people when reporting neglect, that the laws are lax and that they are limited in their power to act on reports. Often the horse/equine will be skeletal before they step in and by this time the damage is done and more often than not it will be euthanized. There are many, many owners and witnesses out there with stories of neglect and lack of action but through fear of retribution and the feeling of having their hands tied they are not sure where to turn next.

Many responsible horse/equine owners around Australia are desperate to get equine welfare changed across each state and see the implementation of standards enforceable by law.

Horses are suffering in paddocks because inexperienced and un-knowledgeable owners are not required by any kind of law to feed them APPROPRIATELY, water them APPROPRIATEY, trim their feet, do their teeth, worm them etc.

We want horse/equine re-categorized to reflect what they are: recreational animals, used for sport, companion animals used as pets. We want the RSPCA to have the power to make neglected owners responsible for their actions with on the spot fines and the ability to seize animals immediately, in the same way we witness seizure in other countries such as the United States.

We have been advised that approaching our local government could be the first step to getting change however their lack of acknowledgement means we need to reach out to Animal Health Australia to seek their assistance in supporting our cause. We are approaching this group responsible for welfare of livestock in the hope that we can support their aims and see them continue with their plan of action.

I ask you to help us in getting all the states in particular; NSW to review and modify the Prevention of Cruelty to Animals Act 1979 along with the QLD state to review and modify the Animal Care and Protection Act 2001 and to bring horse/equine welfare in line nationwide and see the end to horse neglect and abuse as a high priority for all in the industry.

This petition has been founded to create awareness of this issue and to be a place for all the fragmented groups to gather and push for change.

Please help save these animals from lives that are less than kind and also stop the exploding numbers of horses in this sort of care and introduce a standard, plus review the horse/equine under the Prevention of Cruelty to Animals Act 1979 and the Animal Care and Protection Act 2001.

18. End The Equine Holocaust In Canada

It is an absolute disgrace that Agriculture Canada supports the slaughter of horses to be sold for human consumption in the name of the almighty dollar.

Canada's Dr. Brian Evans of the Canadian Food Inspection Agency states that Canada has strict laws and regulations that “animals are handled and transported humanely.” What is humane about double-decker transport trucks carrying horses sometimes for days, with no food or water, to their demise? Some of them don’t even make it there alive.

Horses have proven themselves to be therapeutic to children and adults alike with disabilities, children and women who have been abused; they’ve plowed our fields, they’ve round up our livestock, they’ve hauled our lumber, they’ve served on our Royal Canadian Mounted Police, and they are our pets – yet our government condones their slaughter? Horses have been domesticated just as dogs and cats have been for years now. This country supplies the European food market with horsemeat; does this mean that we will soon be supplying the Asian food market with cat and dog meat? Where does it end? This entire issue is appalling and disgraceful.

North American was built on the backs of horses and this is how we repay them? Horses are not and should not be auctioned to slaughterhouses for food. If any horse is not purchased by an individual wanting a horse at an auction, any horses left should be humanely euthanized by a Veterinarian on-site so that they are not purchased en masse by kill buyers and transported for slaughter. If these “pets and companions” (to quote Dr. Evans) need to be killed because of age or illness, they should be properly euthanized either by a Veterinarian or the SPCA.

Horses should not be eaten. HORSE SLAUGHTER MUST BE BANNED. It's sickening, it is barbaric and it must be stopped. We want the Canadian laws to change so that Horse Slaughter is outlawed as a criminal offence in this country.

19. Change the current City & County Land Use Ordinance to Allow for Agriculture Education Programs on AG zoned lands without a Special Use Permit

Hawaii Revised statues (Act 53) allows Ag Education on Ag lands without having to apply for a C&C special Permit.

20. 'Track to Trail': Stop the slaughter of failed and retired race horses!

In Australia, approximately 40,000 horses are slaughtered each year for both human (overseas) and pet consumption, fertiliser and hide. Some sources actually put the figure at closer to 100,000. Of these horses it is estimated that a massive 60% are failed/retired race horses and broodmares (just used for breeding).

A lot of these horses are aged between 2 and 7 years old, a long way from their 25-30 year life expectancy. To make matters worse, instead of costing the owner the $100 to humanly put the horse down or keeping the horse until a suitable home can be found, the owner actually makes, on average, $450 profit on each horse sold to be slaughtered.

Once the horse has been sold, the horse can spend days and weeks being trucked around or held in tiny holding pens with other horses. They are exposed to extreme heat and cold, with minimal water and barely any food. Due to hunger, and stress, the horses start to fight over things such as manure, wood railings and bits of rubbish just to keep their digestive systems working (horses are designed to eat up to 22 hours a day). To a horse, this is torture.

A lot of these horses are healthy, safe and useful horses that could be re trained and re homed to be used in events, trail and pleasure riding.

Each year Australians spend millions of dollars betting on horses like the ones sold to be slaughtered. This money makes millions of dollars profit for the horse and harness racing industry (including gambling organisations).

It is our vision that a relative percentage of this profit be negotiated and donated to the temporary and long term care; and if possible the re training and re homing of horses not suitable or no longer useful for racing.

22. Ban Horse Slaughter in Canada

Horse slaughter is a cruel and inhumane deed. I, being a horse lover, find many things wrong with this act and would like to have it banned in Canada. Horse slaughter was banned in the United States of America in October of 2006 and the last slaughter plant was closed in August of 2007.

From 2008-present, there have been 0 horses slaughtered in the USA. However, over
42 000 were shipped here to Canada from the USA in 2008 and over 31 000 have already been shipped here this year. Since horse slaughter was banned in California alone, horse theft dropped by 34%. This happened because no one could steal horses and sell them to slaughter plants. Over 402 000 horses were slaughtered in Canada from 2000-2006. There are other alternatives to slaughter, such as humane euthanasia, horse care centers, adoption facilities, or simply selling the horse to a new owner.

Horses have served us for years, being loyal teammates, companions, and workers. Please repay them by signing this petition and stop Canadian horse slaughter today!

23. Stop Brumby Culls!

Wild Brumbies are being unfairly shot from the air, then left to die. This is a horrible practice and has awful consequences. There is evidence of a mare that gave birth while she died. The foal was left with a dead mother. Days later, he was found dehydrated, starving and with a broken leg. The poor foal was in such bad condition that he had to be euthanased.

Stallion brumbies spend their entire lives building an established herd and all this can be destroyed in a second.

24. Make Bitless Bridles Legal In Dressage

Every horse is reacts to different bits. You have to find the bit that works for your horse, but what about the horses that won't ever react to bits. You use the bitless bridle. The bitless bridle is illegal to use in Dressage so that makes an issue for those using a bitless bridle.

We think that bitless bridles should be made legal in Dressage. Here are our reasons; Using a bitless bridle means that your horse is happier to be with you, stays calmer and listens better, so you create a closer team. It means simply that whatever you do with your horse, you will do it better. Regardless of the age, ability or aspirations of horse or owner.

We believe this bridle eliminate the discomfort, pain and injury that can be caused by bits.The bridle forms a cradle around the horse’s head so the rein pressure and release intuitively gives consistent signals to turn, slow or stop your horse.The rubber gripping on the loosely-fitting noseband keeps it from moving and amplifies your stop/slow signals.

In conclusion, it improves communication with your horse - without the pain and adversity of a bit! It helps you ride or train better!

25. Say No To Horse Abuse and Slaughter!

Horse slaughter is the practice of slaughtering horses for meat. These animals come from auctions, private sellers, and from wild herds. Sometimes these horses are sick and injured but they can also be for sale by their owners.

Most are brought to the slaughterhouses by contract buyers who collect horses from all across the country, also known as kill buyers. Horses that are killed for reasons other than human consumption go to the renderer's(US) or the knacker's yard (UK) to make food for pets, carnivorous animals in zoos, etc.

In most countries where horses are slaughtered for food, they are processed in a similar fashion to cattle, i.e., in large-scale factory slaughterhouses (abattoirs). The animals are rendered unconscious by being shot in the brain with a metal rod, using a captive bolt stunner - pneumatically or cartridge driven. In the UK a captive bolt is rarely used. They are usually killed using a free bullet from a bell gun.

26. Stop Beastiality Being Allowed Online And Offline

I'm writing this petition against human beings that sexually abuse animals.

How can there be people doing this to our animals? We as human beings have the ability to express ourselves, but our animals dont have a voice.

Everyday more and more websites are created catering for beastiality. Beastiality is wrong and should not be practiced, the animals dont have a choice, they can't tell you they are being abused. They can't express themselves to you in a way that you could possibly understand how they're being used and abused everyday to beasteality.

The people who run those kind of websites should not profit from torturing the animals, and the users viewing the sites should seek help if this is the kind that gets them off. We have the right to say no to any kind of sexual advance, but animals do not, they are at our mercy.

Beastiality is not normal, is not natural, its just wrong, sick and disturbing.

27. Help End Jump Racing!

Jump Racing is a cruel and dangerous sport and still active in the Victorian Province.

Horses are forced to jump up to one-metre high fences at high speeds and as a result, have lead to serious injuries and deaths which could have been prevented. E.g: On the spot euthanasia.

The Victorian Racing industry is still allowing this to commence due to the current Jump Racing season that at present still stands. The Minister, (Rob Hulls), for racing due to an overwhelming response opposing to this sport, wrote an open letter and to dismay stated that he professed to be a 'passionate supporter of the racing industry' this includes Jump Racing.

He also left the decision up to Racing Victoria (RVL) and they responded by introducing 'super-safe hurdles' in 2003 but yet horses are still enduring critical injuries and unnecessary deaths. This includes five deaths in 2009.

Putting the Racing industry 'on notice' as Minister Hulls has done for over a year now has had no effect to protect the horses when they leave their stalls each week in Victoria.

28. Bring back The Mask

If you are reading this it is because you know The Mask was one of the greats non-heroes (or hero in movie and TV show) of story. When the original comics ends in 2000 and then they make the worst sequel of history, it's time to playback!

29. Stop the Horse Slaughter

H.R. 503 is the bill that's currently sitting on the floor of the US House of Representatives. Its predecessor, H.R. 6598, was not passed by the last Congress.

H.R. 503 will finally make it ilegal to transport all equines (horses, burros, donkeys) across US borders for the purpose of slaughter.

Every day that this bill is not signed, each day it is not law--horses are dying a painful, cruel, vicious, violent death. Greed is the root of this cruelty--soul-wrenching pain is the end result.

The ONLY ones who benefit from the slaughter of horses are the killer-buyers; New Holland and Texas auction houses--and the Ag lobbyists, who make obscene amounts of money working to convince Congresspeople that ending horse slaughter will eventually topple American agriculture.

That's a crock--a lie--a slippery slope of lies. Every check written to an Ag lobbyist is written in the blood of a dead horse.

Please contact your Congressperson, and tell them that you want them to sign this bill, and make it law.

Go to the 'site for Congress, and find your Rep. It will take you TWO minutes to call and tell them that you want H.R. 503 passed.

30. Save Seafield Equestrian Area

UPDATE

Following the meeting with Shetland Islands Council on 11th December, we understand that they would prefer not to throw us off the Seafield Equestrian Area. They are currently looking into using the Clickimin Open Riding Club grazing field for allotments but have suggested a replacement site for grazing nearby.

Although it looks like there is not quite so much of a threat, the Seafield Equestrian Area is still on the list of possible allotment sites so we are leaving the petition active. Please keep signing!

Shetland Islands Council is considering using the Seafield Equestrian Area in Lerwick as a site for new allotments.

The equestrian community has had the use of the ex-hockey pitch at Seafield for the past three years and it has been an enormous benefit. We have been able to organise far more activities because we have known there was a venue to hold them on. Before Seafield we had to beg, borrow or steal a corner of someone's field and try to avoid rabbit holes or risk the wrath of most of the male population of Shetland and sneak onto a football pitch! For the past three years we have had a venue which is central, safe and with appropriate facilities.

The SIC has indicated that they would like to come to a 'compromise' and have suggested that they could level off the field next to Seafield for us to use instead. Access to this field is currently not adequate for this purpose and the council have mentioned nothing about the provision of parking or other amenities. Also, this is the field Clickimin Open Riding Club use for grazing and the council have not mentioned where their ponies could be moved to. This club is an important community group providing riding lessons for dozens of children every summer. Is it fair that they should lose the use of this ground?

We are not against allotments in any way but with well over 200 riders in Shetland and numbers increasing, not to mention driving and the breeders who compete at the Viking Shetland Pony Show every year, Seafield Equestrian Area is a well-used park, essential to the equestrian community and we do not see why we should have to give it up unless the council can provide a replacement with equal or better facilities.

A representative from the Equestrian Association of Shetland will be attending a meeting with Shetland Islands Council on Thursday 11th December, we would very much appreciate your support and feedback to present to them.
