1. A State Bank for New South Wales

The State of New South Wales parliament requires a State Bank to finance the States fiscal needs in order that it need not borrow money from private banks when it can create its own credit for the needs of The People of New South Wales.

Debt free credit created by the State itself means no interest payments to only-for-profit greedy banks. Debt free credit created by a State Bank run under binding legislation can be spent into the community by the government and need not be taxed out to repay to private bankers along with the extra interest required by them.

In other words if you earn money from government work such as construction of hospitals, roads, railways etc, it belongs to you.

3. Royal Commission into Australian Banking

Justice for All

Please register your 'Call for a Royal Commission into the Banking Sector of Australia', with broad terms of reference.

Many Australians are victims of Full Doc, Low Doc and No Doc LAF fraud in Australia. The President of BFCSA (Inc), Ms Denise Brailey, recently spoke at a Senate Hearing in Canberra and produced undeniable and indisputable evidence of Australian banks and lenders' widespread involvement in Loan Application Fraud.

There are countless victims who have had their houses and businesses taken illegally by the banks.

There is also the serious situation of regulators turning a blind eye to consumer complaints and the same regulators supporting the banks. The regulators are hiding behind flawed legislation and their own internal policies.

This petition will be presented to the Australian Government to indicate the Will of the People that a Royal Commission into the banking sector must be instigated as a matter of urgency.

4. Repeal FATCA: Foreign Account Tax Compliance Act

FATCA is an oppressive policy that just brings more trouble to US Citizens. The USA Along side France is one of the only countries that taxes their citizens, even if they live abroad. These taxes can be high and can cause problems related to income and heritage.

US citizens should be able to live abroad without being taxed and controlled by the government all the time. Furthermore, FATCA is causing the USA to lose citizens. Even if they don't want to, people are forced to give up their passports in order to financially prosper.

We need to end this policy which oppresses Americans and creates an unwanted big government atmosphere.

5. Removal of Jim Yong Kim as World Bank President

The World bank recently selected Jim Yong Kim, a Physician and Anthropologist (Health Expert) as its new head, an individual without any economic and financial credentials leaving out Nigeria's Finance Minister, Dr. Ngozi Okonjo-Iweala an individual with impressive economic credentials and has served in the World Bank before.

This decision by the 25-member board was not unanimous with Brazil and South Africa backing Dr. Ngozi.

It was the first time that the United States' hold on the job was challenged. Was this decision merit based as agreed since 2010 or not?

6. Fairer discounts for right to acquire tenants

The Government has launched a “reinvigorated” Right to Buy scheme for public sector tenants that will provide £75,000 discounts to help social tenants into home ownership. This means that tenant will be given 35% discount and 1% for every year they have been a social housing tenant.

However, this does not include tenants who are under the right to aquire scheme, this scheme offers between £9000 and £16000 dependant on where they live. The government state there are currently no plans for a change in right to aquire discount policy.

So again why is one group of Tenants being treated differently from another group of Tenant. We all Public Sector Tenants.

7. Add Financial Guidance to the National Curriculum

Finance is involved in all aspects of a teenager's/adult's life, yet when it comes to money it is not part of a basic skill that we teach at high schools.

If we do not ensure that the next generation of adults are aware of the monetary value of money and how to make money work, we will forever be a country in debt and forever have a country where the majority do not understand finances.

8. Review Banking fees and Bankruptcy rules

Our current rules regarding banking and bankruptcy need urgently revising.

Since the downturn, there is very strong negative public feeling towards financial institutions. There is much anger at the bonuses and that public money has bailed out highly paid bankers of a crisis which we are suffering and paying for in many senses, whilst banks create debts for private customers as well as the country as a whole.

Banks extract huge fees from thousands of personal customers for going only a little over a limit, and these fees have no cap. Fees of up to £100 per month are taken automatically and there are cases where these have made those in hardship have four figure fees whilst investigations go on. This can lead to loss of banking facilities and demands for further money from banks. The High Court test case was a very drawn out way of looking at this issue, which is clearly deeply unbalanced. It is entirely in the bank's favour, and the furore around the unsuccessful case shows how strongly popular feeling is about this matter. Banks make over £1 billion each year through these fees, on top of their other profits.

Bankruptcy laws have been tightened without public consultation or even widespread knowledge; most websites on debt don't mention it, including the government's. In this time, debt has become very common. Debt is seen as bad but it is often the only way to improve circumstances, such as setting up business or paying for an education. Debt is also a result of materialism and consumerist society. Government cuts make this worse, especially to legal aid and for medical treatment.

Bankruptcy laws have been put in place by those who are well off. The previous £50 free spending money a month was tight – but the current £10 for 3 years shows no understanding of modern life or poverty. £10 per family member shows no understanding of single people and expects the burden and shame of bankruptcy to be spread across a whole household. And for a person already under pressure, to not have any kind of relief asks for other problems, such as depression. £10 a month means a single coffee a week. It won't buy a meal out; it won't allow you to leave your home town. It isn't even enough to rent a DVD each week. It isn't enough for a television licence. Bankrupts may have to sell anything of value. The law does not understand how things like DVD players, music and especially instruments, or computer games are vital. Whatever our financial circumstances, we all need a richer life; and after and during all the indignity and stress of debt, having pleasures and passions taken away is wrong and unfair.

Being without a bank account is very hard in today's society – even benefits want to pay into one. And anything extra the insolvent earns during those 3 years goes to the creditor, meaning that doing better financially gives them no relief and no benefit. Insolvents are even asked to pay to become insolvent, and are publically shamed by having their bankruptcy published.

Our whole ethos is built up on a contractual debt, blame and punishment that enters into every part of our existence. Banks and law unfairly control much of our society. The recurrence of recessions and other problems suggest that our current systems are not the way, and invite us to urgently look again – not try to continue much as before.

9. Demand a third party evaluation of the penny from Parliament

Over the past several years, the rising cost of production of the superannuated penny has come to the public's attention. Various evaluations of the penny's production costs have been done, some higher than the Government's assessment of 1.5c. Several factors are involved in the production cost of the penny:

- Producing the one-cent coins;
- Storing them;
- Transporting them;
- Going to a financial institution to obtain, roll and deposit them

This petition is to ask for a third party evaluation of these costs to ensure the fair treatment of the penny's demise and account for funds otherwise not accounted for.

11. Get Student Finance Regulated!!

Have been swindled by Student Finance England and the local Education Authority. After spending much money on a private solicitor, as Legal Aid would not touch the case, and having gone to the Financial Ombudsman, the decision is that no one is able to help - meaning they are free to swindle you of thousands of pounds.

It is unacceptable and I want to protect others as well as myself from going through this again.

13. Money for drug users and alcoholics but not for fulltime students?

Did you know that currently, if I were to sit on my backside all day watching day time television and drinking and smoking my life away, I'd be able to claim more in benefits than most people who are working earn. Is that right? Is that the sort of person you want your taxes to support?

Or would you rather your taxes go towards helping someone support themselves through college so that they can get a decent job at the end of it and pay back what they've claimed?

I am a young person living independently and trying to put myself through full time college whilst support my family at the same time. As it stands, I am not entitled to any money to help pay the bills or pay for household essentials, and what is this going to lead to? It's going to lead to me and my partner dropping out of college and claiming benefits for a lot longer than our 2 year college courses.

14. Implement Financial Literacy into the HPS Health Enhancement Curriculum

As Parents and community members we firmly believe financial literacy is a critical skill that should be taught in our schools.

15. Save Florida's VPK Program

Florida's Voluntary Pre-Kindergarten (VPK) Program was approved in 2002 by voters, it began in 2005 and has served our children well by preparing them for school, it also helps the parents of these 4 year olds by allowing them to enter the workforce or to go to school.

It has created jobs and helped the economy. Now the Florida Legislature wants to slash funding for the program and increase the class sizes. This will hurt our children's education and go against the wishes of Florida's voters. Let's protect our children and their education.

16. Policy to encourage creation of an enterprise culture in UK

This submission relies heavily on the Richard Report "Small Business and Government" to the Conservative Party of May 2008 (http://www.bl.uk/bipc/pdfs/richardreport2008.pdf)

The signatories agree wholeheartedly with the broad conclusions and recommendations of the Richard Report.

The following specific detailed suggestions could, in the signatories' opinions, be usefully added to government policy:

1. Open up the Enterprise Investment Scheme

The problem:
EIS Relief, while broadly excellent, has four main drawbacks:

It is not available to existing Directors of the investee company
It is restricted to ordinary shares
It is restricted to higher rate tax
It is relatively complex to administer

Solution:
Extend the scheme to
non-executive directors whether or not they already hold office.
genuine third party risk money, regardless of 'type' of investment: loans of greater than three years, preference shares, convertible loans.
to full tax relief. Not many basic rate taxpayers will wish to take advantage, but why not if they have the means? It will increase the gearing on the investment from the investor's perspective from 1 in 4 to 2 in 3.

Simplify the administration by
making the investor responsible through his tax return,
subject to penalty for wrongful claiming.
making the rules and exclusions simpler
Retain certain non-qualifying businesses
(property, financial services, investment and so forth)
and geographical and trade limitations
(must be UK domiciled with UK domiciled shareholders)
but otherwise de-restrict so as to facilitate taxpayer compliance and reduce administration costs

2. Develop the Research and Development tax credits

The Problem:
R&D tax credits are broadly very welcome but:

They do nothing to assist start-up research for new businesses which are (almost by definition) non corporation tax and non PAYE payers.
They fail to reflect the considerable risk taken by start up businesses, despite the very significant future benefits to the economy brought by successes.

The Solution:
Create a new system whereby
Loans against future tax credits: Create longer term commercial loans which can be granted to SMEs against future R&D tax credits (so the loan can be repaid from the tax credit when the company begins to pay tax); such loans to be underwritten by the government, hence written off in the event of company failure.
Matched funding: Private third party investment into qualifying SME R&D is matched by government, whether or not the investment already carries EIS relief. The qualifying utilisation of the matched funds should be guaranteed by the investor: if audit proves that the funds were not spent on a qualifying purpose, he has to repay the matching through the tax system.

Create new definitions of 'qualifying R&D'
technology, engineering, environment etc?
or create exclusions (sales methodology, administration, training)

This will allow early stage research to be very significantly funded by the government, but it will only follow market forces and third party investment, and policed through the existing administration of HMRC.

3. Change the Enterprise Loan Guarantee Scheme to be less asset based

The Problem:
EFG is simply not working as bankers will only provide loans against assets and small companies simply don’t have suitable security.

The Solution:
Government should underwrite the major part of each individual loan, with
lenders taking a small share of the risk to ensure sensible lending.

4. Create a 'Stock Exchange' for Innovation

Problem:
The chronic waste, and/or leakage, of 'British Inventiveness' which is an inevitable consequence of the traditional avenues of commercialisation open to Inventors.

Solution:
The microFunding secure internet marketplace where Big Business, SMEs and individuals can match 'Technical/Business Requirement' with 'Innovation/Invention' with 'Business skills' and with early stage 'Investment'.

5. Channel subsidy through qualified Business Advisors

The Problem
At present small sums of money are made available through a management and leadership grant. This is an effort by the government to “second guess” what small business needs. This leads to curious abuses for little direct impact

The Solution
Create a qualification/recognise existing qualifications that enable the government to ensure that business advice is provided by those with the appropriate experience.
Enable the qualified advisors to apply for appropriate levels of subsidy to meet the needs generated by Small Business.


These changes, especially if coupled with the above funding initiatives, will encourage and permit the creation of a customer-led enterprise state.

It will be market-driven, efficient, responsive and effective;

And it will not cost a King's Ransom to achieve.

17. Save the American People in a Recession

We are in a recession and bailing out companies with the Americans' tax dollars and it's not working. The Government wants health care reform by hiking up all the taxes which we the American people already pay.

If the average American got this stimulus package it would give them the ability to pay their debt ie, Mortgages, loans, medical and dental expenses, educational expenses. It would allow us the freedom to spend money on insurance for our family's, send our children through college, avoid foreclosures, repo's, the seniors could pay their outstanding medical bills and get out of debt which would regenerate the economy by putting the money back into the lending companies, banks, government and other companies big and small.

We bailed out the Corp Company's now it's time to start back at ground zero with the little people that work at the stores, secretaries, medical offices, teachers, etc. Some even don't have jobs anymore due to this recession and have lost everything they have worked so hard for, we are having to decide weather to feed our children or pay a loan, to pay our car payments or keep a roof over our heads, these are not easy decision but we are having to face them.

I purpose that we get a Financial Stimulus taxed package ranging from $100.000 per single family to $250.000 for a two parent household based on an annual income range from $70.000 or less. We need help now not later. It's time to make a change for the American people.

21. Save NZ Democracy

The Electoral Finance Bill makes New Zealand a democracy in name only.

This bill has many highly concerning provisions such as: preventing ordinary citizens, Plunket and ambulance services among many others, from having their views heard a year before an election.

It provides taxpayer funds to electorate MPs currently in office but not those competing against them.

The Human Rights Commission, NZ Law Society, and Greenpeace all oppose the bill, and a majority of submissions to the Select Committee suggested that the bill should be scrapped altogether.

The Bill will pass parliament by a very small majority, which is inappropriate for a bill which will substantially and dramatically alter New Zealand's constitutional arrangements. The only way to stop the bill is to persuade the Governor-General not to assent to it.

The Teaching Fellows are being made redundant in order to cut costs. They will suffer a 65% pay reduction if they remain teaching.

They will be replaced by PhD students who will not have as much experience as the Teaching Fellows have.

The Finance Minister has been under the false impression that the ordinary caterer who has been providing simple food to the common man is earning huge profits from the people & hence he has levied a strange tax called VAT which is @ 8% to 12.5% whereas on other business comodities it is @ 4% & on food which is the most essential part of life it is 8 to 12 percent.

Also on the most luxurious item like gold of which nowadays an ordinary man cannot think of buying the VAT percent is @ 1%.

So We request the Hon. F M to abolish VAT on food & cateriong services.
