Dual Immersion in Utah is a program in which students spend half the day in English with one teacher and half the day with another teacher in a second language, or L2.
This 50/50 instructional model offers students the opportunity to become skilled in the L2 and gain increased cultural competency. In Australia, English is the national language only in an informal sense, by numbers and by historical and contemporary association. The Australian Constitution does not explicitly define the status of the English language, although the Constitution is written in English, as is all Commonwealth legislation.
Pakistan and Finland are among the nations which have a national language clause in their Constitutions. A number of US states have passed English language amendments including article 3 section 6 of the California Constitution which provides: "English is the common language of the people of the United States of America and the State of California."
Australia Day is an official public holiday in every state and territory of Australia, and is marked by the Order of Australia and Australian of the Year awards, along with an address from the Prime Minister. Celebrated annually on January 26th, the day commemorates the arrival of the First Fleet at Sydney Cove in 1788, and the Foundation of Australia.
Although it was not known as Australia Day until over a century later, being previously known as Anniversary Day and Foundation Day, records of celebrations on January 26th date back to 1808, with Governor Lachlan Macquarie having held the first official celebration of the formation of New South Wales in 1818.
In 1988, the celebration of Australian Bicentenary was organised on a large scale, with many significant events taking place in all major cities. Over 2.5 million people attended the Australia Day celebrations in Sydney which included street parties, concerts, including performances on the steps and forecourt of the Sydney Opera House and at many other public venues, art and literary competitions, historic re-enactments, and the opening of the Powerhouse Museum at its new location. A re-enactment of the arrival of the First Fleet took place in Sydney Harbour, with ships that had sailed from Portsmouth a year earlier taking part.
Since 1988 participation in Australia Day has increased and in 1994 all States and Territories began to celebrate a unified public holiday on the actual day for the first time. In 2004, an estimated 7.5 million people attended Australia Day celebrations and functions across the country, and a Newspoll that asked if the date of Australia Day should be moved to one that is not associated with European settlement, found 79 per cent of respondents favoured no change, 15 per cent favoured change and 6 per cent were uncommitted.
The advent of a flag for the newly federated Australian nation was at the Royal Exhibition Buildings on 3 September 1901, when the names of the joint winners of the Australian government's "federal flag design competition" were announced by Hersey, Countess of Hopetoun (the wife of the Governor-General, the 7th Earl of Hopetoun); upon her entrance, a huge blue flag with a Southern Cross, a six pointed star and a Union Jack thereon was run up to the top of the flagstaff on the dome, streaming out into the heavy south-westerly breeze - it was, according to the Melbourne Age, "a brave and inspiring" sight.
A simplified version of the competition-winning design was officially approved as the Flag of Australia by King Edward VII in 1902.
The "Australian Blue Ensign" as it was then known replaced the Union Jack at the Olympic Games at St Louis in 1904.
In the same year, due to lobbying by Senator Richard Crouch, it had the same status as the Union Jack in the UK, when the House of Representatives proclaimed that the Blue Ensign "should be flown upon all forts, vessels, saluting places and public buildings of the Commonwealth upon all occasions when flags are used".
In 1908 the Blue Ensign replaced the Union Jack at all military establishments. From 1911 it was the saluting flag of the Australian army at all reviews and ceremonial parades.
The Blue Ensign formally replaced the Union Jack as the "Australian National Flag" upon commencement of the Flags Act 1953 (Cth) on 14 April 1954. The Act confers statutory powers on the Governor-General to appoint 'flags and ensigns of Australia' and authorise warrants and make rules as to use of flags. Section 8 ensures that the 'right or privilege' of a person to fly the Union Jack is not affected by the Act.
South Australia chose to continue with the Union Jack as National flag until 1956, when schools were given the option of using either the Union or Australian flags.
Among the objections to the Flags Amendment Act 1998 is that it would require a costly plebiscite should there be a desire to bring the Commonwealth Star on the Australian National Flag into line with any future changes in membership of the Australian Federation.
The proposed National Holiday, Language and Flag Bill would see a description of the Australian National Flag incorporated into the Constitution Act; the Flags Act 1953 (Cth), sans sections 3(2) and (3), would remain on the statute books, to provide the construction sheet of the design spelled out in terms of its essential elements in the law that describes how the government operates. The device occupying the lower hoist is styled a "large white Commonwealth Star", meaning the shape of what is now a well known piece of Australian Heraldry in its own right could, therefore, be altered by the agreement of both houses of the federal parliament alone, depending on the political situation. The only previous change to the Commonwealth Star as it appears on the Australian National Flag was, in 1908, introduced by the stroke of a pen.
We've had Bold & The Beautiful & Young & Restless on the air for a number of years. Both shows have a huge UK following & fan base, the bold & the beautiful even has a forum on Diva TV. These two shows allow fans to escape reality for 45 minutes of the day.
It might not seem like much but these shows have become part of people's everyday lives. I believe that the stations should cater to what the fans want & need. The Bold & The Beautiful is the highest rated show on Diva Tv FACT! It does not make sense that the station would remove its highest rated show.

On 18 March the Immigration Minister Phil Woolas announced parallel changes to the Immigration Rules (for settlement applicants). As of the 7th of April any training / education organisations that were teaching ESOL with Citizenship has to be registered with one of the Home Office regulated bodies.

The reason behind this measure is the Home Office are aware that there are a lot of centres who cheat the system and do not actually ensure students meet the home office criteria for ESOL Skills for Life.
Due to this the Home Office have taken a drastic action and changed the law. Now a training centre who is registered with one of their recommended accredited boards can only deliver this course. The four mentioned are very expensive and time consuming. For small businesses it's impossible to pay £4000 plus wait 3-6 months to be approved.
English Speaking Board International should be allowed to be part of the recognised board. As all their centres have their students externally assessed to ensure they meet the requirement by the Home Office for ESOL 'Skills for Life'.

Bebo, an acronym for "Blog early, blog often", is a social networking website, founded in January 2005. There is now tailored content targeted at UK, Ireland, Australia, NZ, US English and US Latino, Canada, France, Germany, Italy, Spain, Netherlands and India, with the site being available in English, French, German, Spanish, Italian, Dutch and Polish. Founded by husband and wife Michael and Xochi Birch, Bebo had a major relaunch in July 2005. It was bought by AOL on March 13, 2008 for $850 m (£417 m).
In April of 2010, AOL announced that they are planning to shut down Bebo, perhaps as soon as May, 2010.

Currently proposed curriculum reform leaves no space for a language or criticism paper. We believe this move to be regressive, and lacking in proper student consultation.
Dropping Paper 1 would be detrimental to the University. Narrowing the course would limit the extent to which Oxford can attract and maintain the most capable and aspirational students and faculty.
Whilst aspects of the curriculum may warrant reform, losing Paper 1 in favour of maintaining space for the period papers is misguided. Learning how to analyse a text and to understand how a language can be unstable and changing brings you the confidence to approach even the hardest texts by actually beginning with the words on the page. Moreover, these skills enhance studies for the period papers.
There would be no literature without language. Scrutiny and investigation of the language we use, its history, and modes of application can only be worthwhile study.
After submitting a complaint to Kmart through their website on 21/09/2009 and receiving no response, I figured a petition may have a more effective impact.
The transport vehicles currently being used by Kmart (at least in the South East QLD region) are adorned with a slogan reading "Lets go!", notice the lack of apostrophe in between the word 'let' and the letter 's' which would imply the use of the term 'let us', as opposed to an inflected verb form of ‘let’, a third person observation in present tense, which is how it currently reads.
Whether this error was made out of laziness or stupidity, it simply needs to be amended if Kmart are to maintain their wholesome ‘family store’ demeanor. The use of this blatant error is, in a way, encouraging the destruction of the English language and the use of further lazy alterations to accurate grammar - ‘text language’ for example.
If large companies such as Kmart are able to get away with inappropriate grammar on such a gross scale (proving the inefficiency of their marketing team, but that’s another story), how can we expect children (or anyone, for that matter) to abide by the rules of the English language?
Boy Kill Boy were an underrated English rock band who from 2004-2008 brought out brilliant and well-received songs such as 'Back Again' and 'Suzie'.
In their time, they recorded two superb albums 'Civilian' and 'Stars and the Sea', both of which didn't have a bad song on it. After their second album, the band fell out with their label Vertigo and later split up.
Carmarthenshire County Council is proposing merging Ysgol Y Gwendraeth and Maes Yr Yrfa schools.
We, the undersigned, back the 2B option. We believe a Category 2B school offers pupils in the area an opportunity for a TRULY BILINGUAL education.
A Category 2B school means that school pupils get a CHOICE of Welsh OR English for their education. The other options presented by the Council only cater to those wanting a Welsh-medium education.
The options offered by the council are as follows:
1. A Category 2A school on two sites. [80% of subjects must be through Welsh, meaning that science and maths may be offered in English as well as Welsh.]
2. A Category 1 school on two sites. [This means no English except in English lessons.]
3. A Category 1 OR 2A school pupils on one site.
AS OF FEBRUARY 25TH: A 4th option is offered - a category 2B school on 2 sites. This would mean at least 80% of subjects (excluding Welsh and English) are taught through the medium of Welsh but are also taught through the medium of English. We believe this is the only sensible option for the Gwendraeth Valley.
Eunoia comes from the Greek word εύνοια and it’s the shortest English word containing all five main vowel graphemes. It’s defined in medical dictionaries as ‘well mind’ or a state of normal mental health.
However an alternative translation from the Greek is ‘beautiful thinking’ and that’s the definition Christian Bok is referring to with the title of his book of univocalic poetry. Eunoia contains five chapters of poetry, each of which uses only one vowel – it truly is a masterpiece of ‘beautiful thinking’.
We’re asking Scrabble fans and wordsmiths the world over to sign this petition in an attempt to get the word eunoia listed in The Chambers Dictionary with the definition it deserves.

We find the treatment Regal has been receiving since his return from suspension to be unfair.
As you may or may not know, YTV is creating a new channel called The Anime Channel. On this channel, they will be showing dubbed-over versions of Anime shows.
Dubs are fine for most people, but most anime fans(a good majority) prefer subtitled anime. It's a fact that only true anime fans know of. None of these high-class businessmen who are only in it for the money could understand what we prefer and like.
Some of you may like dubbed anime, so in that case, this is proposing that the licenser's create an alternative channel(or mode) of watching anime in the original Japanese language with Subtitles.
If you do not believe in this, then do not sign your name, its as easy as that. But if you are an anime fan and you live in Canada, and you believe in what I am trying to pass, your one signature helps bring us closer to that goal. I am not doing this for myself, I'm doing this for the entire nation of anime fans out there.

Our school system fails to provide the practical tools our children need to succeed. Studies show that despite better funding than other major countries, the United States falls behind in performance.
By signing the petition below, you will be sending a clear message to our government that you believe we need to improve the subject matter taught in our public high schools. For instance, many of the required classes found within the fields of Math and Science are only applicable to a few professions such as Engineering. Meanwhile, Sales and Customer Service are much more common professions and yet the subject is never taught. Other subject areas such as English and History sadly focus on memorizing instead of critical thinking. In English, classic works should be used as an elective similar to Art Appreciation or Music Appreciation, while the focus should be on improving the grammar and writing of our students. In History, the memorization of dates and names should not be as important as analyzing topics such as leadership and civil rights.
In addition, the recent stock market and housing bubbles demonstrate that individuals could use more information on these topics. These topics should be discussed in school.
Lastly, parents play a critical role in a student's success. A class that helps students better understand the parents' perspective will cause students to better appreciate the role their parents play.
The Inquests into the deaths of Diana, Princess of Wales and Mr Dodi Al Fayed were biased to the sense of the Coroner Lord Justice Scott Baker 'telling the jury what to examine as evidence'.
When he first took over the role of the inquest from previous Baroness Butler-Sloss, he stated something along the very close lines of: "This inquest will be fair and all avenues will be looked at equally".
Near the end of the Inquest, he was practically telling the jury what to examine, I.E the 'lack of evidence to support Mohammed Al Fayed's claims of conspiracies'. Now, that is biased in any form.

Clearly this adds a potentially unfair and fundamentally wrong element to the main league concept of equality whereby each team plays each other twice (home & away).

In the Phase II Renewing Regina Public schools report, one of the proposed options at the elementary level is to abandon the current dual-track French Immersion program and establish a few French Centers in its place (single-track).
This means that many of the current French Immersion school programs will leave the community school and students bussed to centralized schools.
Parents do not want to see the French program further pushed away from mainstream and made to be seen as ‘different’ to only integrate back into a French and English program in High School. We believe it is good for French and English students to have a relationship within the same school to further promote understanding of Canada’s second language rather than make those differences more apparent.
Parents do feel it more efficient to spend time learning how to better ‘integrate’ the dual track system at Hawrylak and other schools. We do not see the value in your proposed suggestions; let’s make our current system stronger!
Parents choose their community school French Immersion program to provide an opportunity for their children’s education. However if forced with the difficult decision of community versus French, typically 1/3 or more will not leave their community school. This means French Immersion enrolment will drop 33% across the board. Our vision includes more children in French, not less! Let’s provide children opportunities.
WHAT IS THE NEGATIVE IMPACT?
• There will be a significant decrease in the number of students enrolled in French Immersion.
• Children segregated into far-away French centers.
• Children segregated at the elementary level based on English and French but then placed in a dual-track system in high school. Will students feel part of the high school, or more like outsiders? Will they be treated like outsiders?
(2006 RPS Annual Report “Regina Public Schools teaches students values such as respect, responsibility, and belonging.”)
• French and English students displaced from their family, friends and community.
• French-Immersion system in transition can be difficult for the children, parents and teachers if not effectively managed.
• Increased bussing needs and time, earlier school start times 8:30 a.m. to 3:00 p.m. replacing 9:00 a.m. to 3:30 p.m.
• Siblings in different schools because one is in French and one is in English.
• Students leaving French and transferring to English to stay in their local community school.
WHAT ARE THE BENEFITS OF THE CURRENT DUAL-TRACK SYSTEM?
It is beneficial for French and English students to work together within the same school to promote tolerance towards Canada’s second language rather than accentuate those differences through segregation.
Learning from diversity, exposure to diversity, development of cultural tolerance.
It is consistent at the elementary level and in high school.
Providing non-French speaking parents a better choice to enhance their children’s education when accessible in the community.
Parents are more likely to be engaged in their child(ren)’s school when that school is a part of the parents community.
It is not elitist, it is inclusive.
The system is producing highly competent French speaking students!
Research indicates that French centre students were perceived by both teachers and students to be exposed to more French and less peer pressure than their dual-track counterparts. However, that same research also determined there were no significant differences between the two groups in regards to student use of French or student and teacher satisfaction with the program.1
Medway Council are making DEAF people pay to learn British Sign Language.

I am deaf and I have had to pay £150 to learn sign language. Sign Language is a basic communication method.
This petition highlights the plight of one of the better batsmen in ECB playing eleven. The name of the player is Mr. Madhusudan Singh Panesar aka Monty Panesar .
It has been observed by the English cricket fans that Mr Monty Panesar never gets a chance to bat at the position suitable of his batting potential. Mr Panesar has proved time an again that he is one of the better batsmen in the English team and does not deserve to go at no. 11.
Over the last few years we have seen more and more split classes in core subjects.
This year we had many small option classes, Art, Sports Medicine, Psychology, Agriculture, but every core class that we had was split: Pure Math 10 split with Pure Math 20; Science 10 split with Forensics; English 10-1 split with English 10-2; Physics 20 split with Physics 30; Pure Math 30 split with Math 31; Chemistry 20 split with Chemistry 30 and so on.
Why should Scots be governed by people in London as well as Edinburgh? Why can't the people of England have a national parliament? Why does Wales have to be led by its larger neighbor? Why can't Scotland, England, and Wales be independent nations AND partners together?
