Petition Background (Preamble):
The backlog created by San Francisco's current condo conversion system causes unnecessary financial hardship for TIC owners, preventing them from taking advantage of historically low financing available to conventional property homeowners.
Previous reforms by the Board of Supervisors have protected tenants and succeeded in decreasing no-fault evictions by 86% over the past 10 years.
A one-time opportunity for San Francisco TIC owners to bypass the condominium conversion lottery for a fee benefits the community and lessens the burden on a number of long-term city residents.
