Tougher Pet Ownership Laws
Petition Background (Preamble):
Cute puppies and kittens are sold or given to friends without the necessary vet inspection or the necessary de-sexing for control. The animals are then dumped when people realise the time, cost and responsibility of caring for a pet.
RSPCA statistics show that in 93-94 - 43,762 dogs were received and 50% were euthanased, 42,126 cats were received and 74% were euthanased. In 96-97 - 69,956 dogs were received and 48% were euthanased, 62,163 cats were received and 75% were euthanased. And this figure is at least doubled when the many overcrowded animal shelters all over Australia are factored in to the equation.
The undersigned petitioners request:
a) compulsory de-sexing of all animals before sale (excluding ANKC breeders);
b) the sale of animals be restricted to qualified registered breeders and pounds;
c) Pet ownership should require a licence where potential owners are qualified in regard to their care responsibility both morally and financially.
d) detailed information on responsible ownership provided before sale, including an animal's expected lifespan, growth, dietary and exercise needs, and the cost of ownership and;
e) Breach proven that show abuse and neglect should incur heavy penalties (financial and jail scales according to the degree the animal has suffered) and a permanent ban on future pet ownership.
