All states nationwide have varying degrees of punishment for animal abusers.
Seeing as how this crime is so heinous in nature, there should be a nationwide MINIMUM of two years in prison with NO parole for anyone who abuses animals.

WE, the undersigned, call on the US government to make a nationwide MINIMUM penalty of two years in prison, with NO parol for any human being who abuses animals.
Abuse shall be defined as anything that intentionally causes the animal pain, hunger, thirst, emotional scarring, or death.
