Eliminate all minimum charges on all utility bills

The water dept for the city of clearwater fl has a minimum bill charge of 80.00 per month regardless of how much water you use... this is a waste of taxpayer money and it promotes water waste... (if a person is forced to pay for 3k gallons of water then they will waste it to get their money worth) ...not only does this policy overcharge its taxpaying customers ....it encourages people to use as much water as they can...wasting our precious natural resources should be a crime... it's time our government focus on conservation instead of making money.... if they need more money charge the big corporations more...they can afford it...
