Petition Background (Preamble):
DCFS/CPS/DSS Can take a child out of the home 1 day before adoption and the foster/adopt family has no rights. DCFS/CPS/DSS have no fear for the laws or Judges or Lawyers.
Unfortunately a soon to be adopt parents have no rights at all. The system can remove a child out of a adopt home and not say why and the family can not get a Fair Hearing. And if they do to only be refused entrance. We have to Stop this.

Petition:
We need laws for families to be able to fight for a child in the system even if they are not the biological parents.
DCFS/CPS/DSS Has to be enforced to the laws and a law needs to be made to make sure DCFS/CPS/DSS has to follow the laws and not make up there own.
Foster/Adopt need rights!
